Camarillo City Council

AGENDA REPORT
Date: May 28, 2025
To: Honorable Mayor and City Councilmembers From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director Subject: Camarillo Landscape Maintenance District Zones 1 through 10 – Resolution Ordering Levy and Collection of Assessments

BACKGROUND
The Camarillo Landscape Maintenance District (District) was created in 1978, under the Landscape and Lighting Act of 1972. In 1991, all existing districts were combined into a single citywide district containing separate zones for specific assessment of local project costs against benefitted properties. Since that time, additional zones have been added to accommodate new developments.

Each year, City Council must consider and certify assessments to be levied against properties in the ten special assessment zones of the Citywide Lighting and Landscape Maintenance District. The assessments are structured to cover the City’s costs to maintain the landscaping and related improvements included in each zone.

DISCUSSION
State law requires that a public hearing be held prior to adoption of the annual resolution ordering the levy and collection of assessments, and that notice of the hearing be given in accordance to § 22626 of the Streets and Highways Code of the State of California. On April 23, 2025, City Council adopted Resolution No. 2025-29 (Attachment 1) of Intention to levy assessments during FY 2025/26, and set 5:00 p.m. on May 28, 2025, as the time for a public hearing on the matter. Notice of the public hearing was advertised in a newspaper of general circulation.

The attached Engineer’s Report outlines the findings of the Assessment Engineer in determining the appropriate assessments to be levied in each zone for FY 2025/26.

Assessments are proposed at levels sufficient to meet anticipated expenditures and maintain adequate fund balances for Zones 2 through 10. Zone 1 is the City’s initial maintenance district which was formed as a tax district where a portion of property taxes are allocated to this zone as opposed to a special assessment. There are recommended increases to Zone 4 (Mission Oaks Industrial), Zone 7 (Sares-Regis), and Zone 8 (Vista Las Posas) for Fiscal Year 2025/26.

The proposed annual assessments for Zones 2 through 10 are summarized in the table below.

Zone
Number Zone Name 2024/25
Assessment
2025/26
Proposed Assessment
2 Wittenberg $90.00 $90.00
3 Armitos Basin $69.24 $69.24
4 Mission Oaks Industrial $405.00 $415.00
5 Presley $112.36 $112.36
6 Spanish Hills $100.00 $100.00
7 Sares-Regis $130.00 $140.00
8 Vista Las Posas $135.00 $140.00
9 Adolfo Glen II $275.00 $275.00
10 Adolfo Glen III $276.64 $276.64
The City initiated and conducted property owner protest ballot proceedings for Zone 3 for a proposed increase in FY 2022/23. Once tabulated, the ballots indicated a majority protest. As such, the City continues to assess property owners at the previous maximum rate calculated as approved by the City Council. The City is covering the shortfall in Zone 3 through a contribution from the General Fund.

FISCAL IMPACT
Assessments proposed for each of the zones, together with any accumulated fund balance, will be sufficient to pay for anticipated maintenance costs which will be included in the FY 2025/26 Operating Budget, with the exception of Zone 3 which is expected to require a General Fund contribution of $5,038 at the end of FY 2025/26 to offset the actual negative balance and meet the City Council Policy 3.05 special revenue fund reserve level of 20%.

RECOMMENDATION
Adopt a Resolution ordering the levy and collection of assessments for the Camarillo Landscape Maintenance District Zones 1, 2, 3, 4, 5, 6, 7, 8, 9 and 10, as shown in the Engineer’s Report.
