RESOLUTION NO. PC 2025-04

A RESOLUTION OF THE LANDMARK COMMITTEE OF THE

CITY OF CAMARILL O RECOMMENDING APPROVAL TO

THE CITY COUNCIL OF A HISTORIC LANDMARK

DESIGNATION FOR THE SCHOLLE FARMHOUSE LOCATED
AT 650 EDWARD SCHOLLE DRIVE
The Landmark Committee of the City of Camarillo resolves as follows:

SECTION 1. General Findings. The Landmark Committee of the City of Camarillo finds and declares as follows:

A. An application from Lennar Homes was approved by the Planning Commission of the City of Camarillo under Resolution No. PC 2021-7 for a new Residential Planned Development to construct 158 single-family detached residential units within the Springville Specific Plan Area and relocate and rehabilitate the Scholle Farmhouse, further described as RPD-195, with environmental impacts evaluated in a 2020 Supplemental Environmental Impact Report (EIR) (SCH Number 200309110) to an EIR for the Springville Specific Plan (SCH Number 2003091105).

B. Mitigation Measure 3.4 -2b of the 2020 Supplemental EIR and condition of approval 266 for RPD -195 requir e the applicant to request a City of Camarillo landmark designation of the Scholle Farmhouse.

C. Camarillo Municipal Code (CMC) Chapter 16.42 specifies the procedure for landmark designation of a property and assigns authority to the Planning Commission to act as the Landmark Committee to provide a recommendation to the City Council.

D. The Landmark Committee considered the information provided by City staff and the Applicant. This Resolution and its findings are made based upon the evidence presented to the Landmark Committee at its May 6, 2025 hearing, including, without limitation, the staff report submitted by the Community Development Department.

SECTION 2. Environmental Review. The project was reviewed in accordance with the California Environmental Quality Act (CEQA) and the State CEQA guidelines, as well as the City’s environmental guidelines, and was determined to be categorically exempt from the provisions of CEQA under Class 31, Historical Resource Restoration/Rehabilitation (CEQA Guidelines Section 15331), because designating the structure will serve to preserve it.

SECTION 3 . Notice of Exemption. The Community Development Director, or designee, is directed to file a Notice of Exemption in accordance with CEQA Guidelines §§ 15075, and any other applicable law.

SECTION 4. Project Findings. The Landmark Committee, after reviewing the proposed application and receiving evidence and testimony at the public hearing, finds:

A. The resource is associated with events that have made a significant contribution to the broad patterns of history and cultural heritage in Ventura County,

California, and the United States, in particular the agricultural development of the Springville area, because of its association with the 19th-century farming community in Springville.

B. The resource reflects a particular period of national, state, and local history, and it embodies the distinctive characteristics of a style and period of architecture because it is a rare example of a late-19th century Italianate cottage directly associated with the agricultural history of Ventura County and the German community in the Springville and Pleasant Valley areas.

SECTION 5. Recommendation. Based on the above findings, the Landmark Committee recommends City Council approval of the historic landmark designation for the Scholle Farmhouse located on the real property commonly known as 650 Edward Scholle Drive and legally described in the attached Exhibit “A,” which is incorporated by reference, with the requirement that the applicant record a covenant running with the land, in a form approved by the City Attorney, preserving the Scholle Farmhouse’s exterior appearance and materials before occupancy.

SECTION 6. Office of Record. The record of proceedings upon which this decision is based is located in the Department of Community Development, which is the office of record for the matter.

SECTION 7. Construction. This resolution must be broadly construed in order to achieve the purposes stated in this Resolution. It is the Landmark Committee’s intent that the provisions of this Resolution be interpreted or implemented by the City and others in a manner that facilitates the purposes set forth in this Resolution.

SECTION 8. Reliance on Record. Each and every one of the determinations in this Resolution are based on the competent and substantial evidence, both oral and written, contained in the entire record relating to the matter. The determinations constitute the independent findings and determinations of the Landmark Committee in all respects and are fully and completely supported by substantial evidence in the record as a whole.

SECTION 9. Limitations. The Landmark Committee’s analysis and evaluation of this matter is based on the best information currently available. It is inevitable that in evaluating the matter that absolute and perfect knowledge of all possible aspects of the matter will not exist. One of the major limitations on analysis of the matter is the Landmark Committee’s lack of knowledge of future events. In all instances, best efforts have been made to form accurate assumptions. Somewhat related to this are the limit ations on the City’s ability to solve what are in effect regional, state, and national problems and issues. The City must work within the political framework within which it exists and with the limitations inherent in that framework.

SECTION 10. Preservation. This Resolution does not affect any penalty, forfeiture, or liability incurred before, or preclude prosecution and imposition of penalties for any violation occurring before this Resolution’s effective date. Any such amended part will remain in full force and effect for sustaining action or prosecuting violations occurring before the effective date of this Resolution.

SECTION 11. Severability. If any part of this Resolution or its application is deemed invalid by a court of competent jurisdiction, the Landmark Committee intends that such invalidity will not affect the effectiveness of the remaining provisions or applications and, to this end, the provisions of this Resolution are severable.

SECTION 12. Electronic Signatures. This Resolution may be executed with electronic signatures in accordance with Government Code §16.5. Such electronic signatures will be treated in all respects as having the same effect as an original signature.

SECTION 13. The Landmark Committee Chairperson, or presiding officer, is hereby authorized to affix their signature to this Resolution signifying its adoption by the Landmark Committee of the City of Camarillo, and the Landmark Committee Secretary is directed to attest thereto.
