Subject: Groundwater Hydrogeology Technical Services – Agreement Amendment 2021-201B
BACKGROUND
In September 2016, the Fox Canyon Groundwater Management Agency (FCGMA) approved the City's plan to pump up to 4,500 acre-feet per year of brackish groundwater for treatment at the North Pleasant Valley Groundwater Desalter (Desalter). As part of this approval, FCGMA established a Monitoring and Contingency Plan (MCP) which requires frequent monitoring of water quality and levels in various wells throughout the City. The City is required to submit annual reports on monitoring results and analysis for FCGMA review and approval. Professional hydrogeological services are needed to analyze well monitoring information, write the FCGMA MCP annual reports, and provide technical support in support of Desalter operations.
On December 8, 2021, the City Council awarded a multi-year professional services agreement (CC Agreement No. 2021-201) with Bondy Groundwater Consulting, Inc. (Bondy Groundwater) for groundwater hydrogeology technical services in the amount of $361,750 with an authorized contingency in the amount of $36,175 for unforeseen additional services for a total agreement authorization not to exceed $397,925 through June 30, 2024. The agreement includes an option for two one-year extensions that require approval by City Council at the time of extension.
On June 12, 2024, the City Council approved Agreement No. 2021-201A extending the term for one additional year through June 30, 2025 with no change to the total authorized not to exceed amount of $397,925, to provide groundwater hydrogeology technical services and approved an updated scope of work and fee schedule.
The current agreement expires on June 30, 2025.

DISCUSSION
Staff recommends approving Agreement No. 2021-201B to extend the term for one additional year through June 30, 2026, for groundwater hydrogeology technical services and approving an updated scope of work and fee schedule. This amendment does not impact the original approved amount of $361,750 plus contingency of $36,175 and the total not to exceed amount of $397,925 remains.
FISCAL IMPACT
Funds for groundwater hydrogeology services are included in the Proposed Fiscal Year 2025/26 Desalter Operations, Administrative budget, Account No. 860-3670-436.32-01.
