Subject: Fourth Amendment to Professional Services Agreement (2019- 28E) with Data Ticket, Inc. for Citation Processing and Adjudication Services
BACKGROUND
To improve efficiency, customer service, and cost recovery for code enforcement and parking citation processing, the City contracts with Data Ticket Inc. for administrative citation and adjudication services.
The original agreement (No. 2019-28) with Data Ticket was approved by City Council on April 10, 2019, for a three-year term, with an option to extend for an additional two years.
Amendments were made in 2020 to include the processing of additional City correspondence and to account for a minor postage rate increase. A third amendment was executed on May 25, 2022, extending the agreement through June 30, 2024.
DISCUSSION
Data Ticket Inc. provides administrative and parking citation processing services for the City of Camarillo. Their system allows for a convenient and efficient way for residents to pay citations or request administrative reviews and hearings. This process improves overall customer service, enhances efficiency, and ensures a high rate of cost recovery and compliance for various types of citations.
A breakdown of the annual cost for a multi-year agreement with Data Ticket, Inc. is summarized below. A portion of the revenues from issued citations will be used to offset the cost of the services provided by the vendor.

Chapter 7 of the Camarillo Municipal Code. On behalf of the City, VCAS issues approximately 1,200 administrative citations each year for violations such as off-leash dogs, expired vaccinations, and unlicensed pets. These citations generate about $12,500 in annual fines.
Code Compliance Citations (1702)
The City’s Code Compliance Division issues roughly 25 administrative citations per year for Municipal Code violations, such as property maintenance or signage issues. These citations result in approximately $4,000 in annual fines.
Parking Citations (2101)
Parking enforcement is handled by the Camarillo Police Department, with officers and cadets issuing about 2,000 citations annually for violations governed under Chapter 11 of the Camarillo Municipal Code. These citations generate approximately $60,000 in fines each year.
Agreement Extension
Staff recommends approval to amend the agreement with Data Ticket Inc. to include a two-year extension, one retroactive through FY 2024/25 and one for the upcoming FY 2025/26. A contingency amount of 10% is also requested for unforeseen expenses such as an increase in the number of citations issued (and resulting processing cost) or the need for additional handheld units.
Through its partnership with Data Ticket, the City can manage these citations more efficiently while maintaining strong levels of compliance and cost recovery.
FISCAL IMPACT
Funds for the Fourth Amendment with Data Ticket, Inc., are included in FY 2024/25 Budget and FY 2025/26 Budget in the following General Fund expenditure accounts:
