Subject: North Pleasant Valley Desalter Groundwater Well Sampling and Laboratory Analytical Services – CC Agreement No. 2025-91
BACKGROUND
In September 2016, the Fox Canyon Groundwater Management Agency (FCGMA) approved pumping of up to 4,500 acre-feet per year of brackish groundwater for treatment at the North Pleasant Valley Groundwater Desalter (Desalter). The Desalter became operational in January 2023 and is now delivering the full capacity of approximately 3,800 acre-feet per year of treated water into the distribution system.
The FCGMA approval required a Monitoring and Contingency Plan (MCP) that mandates groundwater monitoring in the Pleasant Valley (PV) Basin. The City oversees reports on the monitoring of 21 wells that belong to both the City and wells owned by others in the northern PV Basin. Professional groundwater well monitoring services are needed to ensure compliance with the MCP and collect data on groundwater levels and water quality parameters. The collected data is reported annually to FCGMA to assess the Desalter’s effectiveness of salt removal from the groundwater and monitor groundwater levels.
DISCUSSION
The City issued a Request for Proposal (RFP) on March 28, 2025, via the PlanetBids Portal, seeking professional groundwater well sampling and laboratory analytical services associated with the Desalter. The RFP outlined a scope of work that includes field sampling, water level measurements, and laboratory testing in support of meeting the FCGMA requirements. Five proposals were received April 22, 2025, exclusively through PlanetBids.
Following a comprehensive evaluation of qualifications, technical approach, and cost, City staff determined that Blaine Tech Services, Inc. submitted the most responsive and qualified proposal. Their submission demonstrated a strong understanding of the project requirements, detailed methodologies, and relevant experience in groundwater sampling and analytical services.
