Camarillo City Council

AGENDA REPORT
Date: June 25, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: David Sanchez, Community Development Director Subject: RRM Design Group Third Amendment to Professional Services Agreement 2018-16 - Arneill Road Mixed-Use Construction Support

BACKGROUND
The City entered into a professional services agreement in the amount of $80,623 with RRM Design Group for architectural services to design a mixed-use affordable housing project located at 248, 262, 268, and 276 Arneill Road (“Property”) effective March 7, 2018. An amendment in the amount of $4,000 with a $12,693 contingency for necessary boundary survey and mapping services was entered into June 14, 2018. After a necessary General Plan Amendment, Change of Zone, and the approval of a Negative Declaration, the nine-unit mixed-use project was entitled on June 6, 2024.

The City entered into a Second Amendment to the Agreement for architectural, civil engineering, surveying, landscape architectural, and structural engineering services for an amount of $326,720, with a contingency in the amount of $49,000, on August 14, 2024.

DISCUSSION
The building plans created by RRM were approved on March 3, 2025. Shortly thereafter, the City Council approved acceptance of the Encampment Resolution Fund (ERF) Grant on April 9, 2025, which secured funding for the construction of the project. Staff are now engaging in a selection process for a construction manager, and shortly thereafter, a general contractor, both of which will be brought to the City Council for approval. As part of the bidding process for a general contractor, the City will require bidding support from an architectural and engineering firm to answer technical questions related to the construction plans. Additionally, construction support, construction observation, and civil and landscaping close out services will be required from an Architectural and Engineering firm throughout actual construction.

Given RRM’s long history with this project, their creation of the existing conceptual and building plans, and the need to quickly select a contractor to meet the ERF Grant

expenditure timeline, staff recommends that their existing professional services agreement be amended to include scope for bidding support, construction support, construction observation, and civil and landscaping close out services through and at the end of the construction process.

FISCAL IMPACT
ERF Grant funds for RRM Design Group’s services are included in the Capital Improvement Projects Fund, Capital Projects budget, Account No. 410-8510- 485.92-21 and Project GR-1001.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that the Third Amendment to the Arneill Road Mixed Use Project Professional Services Agreement is not subject to CEQA review because it can be seen with certainty that there is no possibility that the amendment to the agreement may have a significant effect on the environment. The actual project was already analyzed under CEQA through Negative Declaration 2023-1.

RECOMMENDATION

1. Find that the Third Amendment to the Arneill Road Mixed Use Project Professional Services agreement is exempt from the California Environmental Quality Act (“CEQA”) under the State CEQA Guidelines §§ 15061(b)(3); and

2. Authorize the City Manager to execute Professional Services Agreement Amendment No. 2018-16C with RRM Design Group (RRM) to provide bidding support, construction support, construction observation, and civil and landscaping close out services through and at the end of the construction process for the Arneill Road Mixed-Use project in the amount of $151,750; and

3. Authorize a 15% contingency in the amount of $22,762.50, for a total not to exceed amount of $174,512.50 with a total agreement amount of $647,548; and
