Camarillo City Council
AGENDA REPORT
Date: June 25, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: David Sanchez, Community Development Director Subject: Charles Abbott Associates, Inc. First Amendment to Professional Services Agreement No. 2024-12
BACKGROUND
Since July 1, 1994, the City has contracted with Charles Abbott Associates, Inc. (CAA) to provide Building and Safety services, including plan review, permit issuance, inspections, and related documentation.
On June 26, 2024, the City Council approved Professional Services Agreement No. 2024- 12 with CAA, establishing a three-year term with the option to extend for two additional one-year periods (Agreement), subject to City Council approval.
Subsequently, on February 12, 2025, the City Council adopted an updated fee schedule that revised all Building and Safety fees.
DISCUSSION
The current agreement with Charles Abbott Associates, Inc. (CAA) provides for hourly rate compensation, pending the completion of a building fee study. Both the City and CAA have expressed a mutual interest in returning to a percentage-based compensation model once the fee study is finalized and the updated fee schedule is adopted.
This model aligns compensation with actual permit revenue, reducing the risk of financial loss, preventing overpayment, and allowing CAA to scale staffing in response to workload demands more effectively. With the City Council’s adoption of the updated Building and Safety fee schedule on February 12, 2025, set to take effect on July 1, 2025, the conditions for transitioning back to a percentage-based structure have been met.

In anticipation of this, the City and CAA initiated negotiations, which concluded with a proposal from CAA dated February 18, 2025. The proposal includes the following key terms:
•CAA to retain 100% of Plan Check Fees
•CAA to retain 85% of Permit Fees
•Removal of CAA’s obligation under Section 2.2 of the agreement to provide:
oPrinting (including printing and copying devices)
oOffice space and facilities
oReimbursement to City for telephone lines
Staff recommends approval of the proposed amendment to the compensation schedule and related provisions.
FISCAL IMPACT
There is no budget impact as a result of this action. Funds for the Agreement to provide building and safety services will be included in the FY 2025/26 proposed budget.
CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that the Agreement is not subject to CEQA review because it can be seen with certainty that there is no possibility that it may have a significant effect on the environment.
RECOMMENDATION
1. Find that the First Amendment to the Building and Safety Services Agreement for building and safety services is exempt from the California Environmental Quality Act (“CEQA”) under the State CEQA Guidelines §§ 15061(b)(3); and
2. Authorize the City Manager to execute CC Agreement First Amendment No. 2024- 12A with Charles Abbott and Associates, Inc.
