AGENDA REPORT
Date: June 25, 2025
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Recertification of the Sewer System Management Plan
BACKGROUND
The Sanitary Sewer Management Plan (SSMP) establishes a local strategy for maintenance of the City’s sewer system and standards for sanitary sewer overflow response.
In 2006, the State Water Resources Control Board (SWRCB) issued the Statewide Waste Discharge Requirements (WDR) General Order for sanitary sewer systems. In July 2009, Camarillo Sanitary District (CSD) developed and adopted the SSMP. In June 2019, the SSMP was recertified to meet the requirements of the WDR for Sanitary Sewers.
DISCUSSION
The City is required to recertify its SSMP by August 8, 2025, per the SWRCB General Order WQ 2022-0103-DWQ.
CSD awarded a contract to HDR Engineering (HDR) to perform an audit of the SSMP and prepare any required updates. On January 21, 2025, HDR completed the audit and prepared updates as required by the WDR General Order.
The attached 2025 SSMP has been updated to reflect current operations and incorporate revised General Order requirements. The main items updated in the attached draft of the revised SSMP include, but are not limited to:
•Sewer System Management Plan Goal and Introduction
•Organization
•Legal Authority
•Operation and Maintenance Program
•Design and Performance Provisions
•Spill Emergency Response Plan
•Sewer Pipe Blockage Control Program

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that the recertification of the Sewer System Management Plan is not subject to CEQA review because it can be seen with certainty that there is no possibility that the recertification of the Sewer System Management Plan may have a significant effect on the environment. This activity pertains specifically to an administrative action.
RECOMMENDATION
1. Find the recertification of the Sewer System Management Plan is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3) of the State CEQA Guidelines as an administrative action; and
2. Adopt a CSD Resolution approving the 2025 Sewer System Management Plan.
