Camarillo City Council
AGENDA REPORT
Date: July 9, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Sustainability Master Plan for Municipal Operations Update
BACKGROUND
On April 27, 2022, the City Council authorized the City Manager to execute Professional Services Agreement No. 2022-46 with Rincon Consultants to prepare the Sustainability Master Plan for Municipal Operations (SMP). Throughout the development process, Rincon Consultants partnered with staff across all City departments and divisions. An internal team of stakeholders actively contributed to formulating the draft goals, measures, and actions during a series of collaborative meetings. Drawing on these discussions, Rincon Consultants developed provisional sustainability objectives and greenhouse gas (GHG) emissions reduction targets that formed the foundation of Camarillo’s SMP.
On May 25, 2023, the Policy Committee reviewed the draft Goals, Measures, and Actions section. Feedback from this meeting was incorporated into the complete draft SMP, which was subsequently returned to the Committee on July 27, 2023, for further review. During the July session, the Committee requested adjustments—including restructuring the document to improve transparency and clarify its overall purpose. The updated draft was presented on August 23, 2023, and following final refinements, the document was finalized.
The draft SMP was then introduced to the City Council on October 11, 2023, for review and discussion and formally adopted at the City Council meeting on October 25, 2023.
DISCUSSION
The SMP ensures that municipal operations remain aligned with City Council priorities, including environmental stewardship, fiscal responsibility, and technological innovation.
Over the past year, an internal stakeholder team of sustainability coordinators,

representing a solid cross-section of City departments and divisions, met quarterly to begin implementation of this living policy document.
During its first year of implementation, the SMP delivered measurable outcomes: the City has achieved 100 % renewable energy use, initiated microgrid and fleet electrification planning, and brought a fully operational desalter online—yielding quantifiable reductions in GHG emissions and water consumption.
An Annual Report outlining the City’s progress during 2024 is attached for your review (Attachment 1). Looking ahead, the City will advance several key priorities to build on the momentum established through initial implementation efforts. The next annual status report on the City’s progress toward SMP implementation will be presented in 2026.
