Camarillo City Council
AGENDA REPORT
Date: July 9, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Fiscal Years 2025-2030 Capital Improvement Program
BACKGROUND
Each year the City of Camarillo (City) and the Camarillo Sanitary District (CSD) develop a five-year comprehensive capital expenditure program setting forth projects for transportation, water, sanitary, storm drainage, and buildings and grounds, referred to as the Capital Improvement Program (CIP). The program indicates the location, description, and estimates of cost for all facilities and improvements to be funded from various sources.
Although the program spans five years, only funds for the first year (FY 2025/26) are appropriated as part of the budget process. Estimate costs for FY 2026/27 through FY 2029/30 are included as a planning tool to demonstrate total anticipated capital funding needs. Project needs will be reevaluated during each budget cycle to ensure that budgets fall within available funding limits and best reflect current City and Council priorities.
As part of the City Council Strategic Planning sessions on February 12, 2025, and April 9, 2025, for the first time, a comprehensive Major Project Prioritization model was developed and approved by the City Council for prioritizing projects in the CIP to align and allocate resources with adopted City Council Strategic Plan Goals and Objectives.
The prioritization model includes factors such as legal compliance, health, safety, and security, asset condition, equitable community investment, sustainability and resiliency, funding availability, quality of life, return on investment, financial sustainability, and project readiness.
A draft proposed Fiscal Years (FY) 2025-2030 CIP was provided to City Council on May 29, 2025 and the first year of the proposed 2025-2030 CIP budget was presented and discussed during the FY 2025-26 Budget Workshop on June 4, 2025.

The CIP format provides detail for each project including costs by major expenditure category and revenue sources for FY 2025-2030. As required by the Government Code, a public hearing is held prior to final adoption of the CIP by the City Council and CSD Board of Directors.
The FY 2025-2030 CIP (Attachment 3) is available for review on the City’s website.
Copies were distributed to agencies that may have projects affected by this CIP or that may impact the CIP. To date, the City has not received comments from other agencies that necessitate changes to the CIP.
The plan includes sources of revenue for various categories of construction shown on the project detail sheets. It is understood that revenue sources and expenditure costs are estimated. Each year, projected revenues and expenditures will be updated based on current construction costs and economic forecasts.
