Subject: Wastewater System Generator Replacement at Pump Station 3 and Pump Station 5 (Project No. SS-5120-1) – Authorization to Solicit Bids for Construction

BACKGROUND
The replacement of two existing generators and transfer switches at Pump Stations 3 (PS3) and 5 (PS5) which are reaching the end of their useful life, is necessary (Attachment 1). This work is part of the Wastewater System Generator Replacement at PS3 & PS5 – Project No. SS-5120-1 (Project). The Project will provide standby power in case of an emergency or power loss.

On October 25, 2023, Professional Services Agreement No. 2023-11 with Kennedy/Jenks Consultants, Inc. (Kennedy/Jenks) was authorized by the CSD Board of Directors for design services for the Project.

On April 24, 2024, CSD Board of Directors authorized the purchase of two stationary standby generators for PS3 and PS5. The generators were purchased ahead of time due to the extensive lead time for procurement and associated equipment. CSD has received the generators, and they are ready for installation.

DISCUSSION
Project plans and specifications to install the City-purchased generators (Attachment 2) are complete. Staff request authorization to solicit bids for construction. Staff will review all bids submitted and return to the CSD Board of Directors with a recommendation to award a construction contract for the Project. A resolution approving plans, specifications, notice inviting bids, and stating the CSD has conducted the necessary environmental review that determined this Project meets the criteria for a Categorical Exemption California Environmental Quality Act (CEQA) findings are attached (Attachment 3).
