Subject: Camarillo Area Transit Safety Plan – Annual Review

BACKGROUND
Pursuant to the Federal Transit Administration (FTA) final rule for Public Transportation Agency Safety Plans (PTASP) as authorized by the Moving Ahead for Progress in the 21st Century Act (MAP–21), 49 CFR Part 673, the City of Camarillo was required to adopt and certify an Agency Safety Plan (ASP) before January 1, 2021. Per the requirements specified in 49 CFR Part 673 and in compliance with Part 673.11(d), Caltrans was responsible in developing an ASP on behalf of any small public transportation provider located in California. Camarillo Area Transit (CAT) is considered a small operator as it meets the defined small transit operator conditions of operating less than one hundred transit vehicles. Caltrans provided the ASP and staff developed the CAT ASP. The ASP was certified by Caltrans and the FTA and approved by the City Council and adopted by Resolution No. 2020-140 on November 4, 2020.

On November 15, 2021, the Bipartisan Infrastructure Law (Infrastructure Investment and Jobs Act) was signed into law. The legislation reauthorized surface transportation programs for FY 2022-2026 providing advance appropriations for certain programs. The Bipartisan Infrastructure Law authorizes up to $108 billion to support federal public transportation programs, including $91 billion in guaranteed funding. On July 12, 2023, updates to the ASP were approved by City Council. The updates included strategies to minimize exposure of the public, personnel, and property to hazards and unsafe conditions. These updates are consistent with guidelines of the Centers for Disease Control and Prevention or a state health authority, in an effort to minimize exposures to infectious diseases.

DISCUSSION
On April 2024, FTA published the first major update to the Public Transportation Agency Safety Plans (PTASP) regulation. These updates are part of a continuing effort to improve transit safety performance on federally supported transit systems. The PTASP is the first

rule finalized by FTA under the Bipartisan Infrastructure Law requirements to enhance safety for both transit workers and passengers. As part of the annual review, staff reviewed and revised the Camarillo ASP to meet the new requirement. The updates include but are not limited to frontline transit worker representatives collaborating with City staff to update the Safety Plan, new targets added to the Safety Performance Targets and additional training identified for frontline workers. On June 25-27, 2025, City staff met with RTW management and frontline workers to discuss the Safety Plan’s new requirements and review updates to the plan. No feedback was received from frontline workers. The attached resolution (Appendix I) adopts the updated ASP.
