Applicant and Co-Applicant: County of Ventura, Many Mansions, Dignity Moves Project Name: Lewis Road Homekey+ Project
Project Site Address: County-owned property located at 1732 South Lewis Road, Camarillo (APN:
234-0-050-34)
Amount: $2,000,000
SUBJECT: Letter of Commitment of Funds for Homekey+ Project To HCD Staff:

The City of Camarillo is pleased to confirm our commitment to providing $2,000,000 in funding for the Ventura County Homekey+ Permanent Supportive Housing Project at 1732 Lewis Road. This investment directly supports our city’s ongoing efforts to address homelessness among individuals with behavioral health needs and complements our established Project Hope initiative.

Funds will be provided as one capital contribution to support the development of 88 permanent supportive housing units and will be provided directly to the County of Ventura within 180 days of formal execution of the Homekey+ Standard Agreement between the County and the California Department of Housing and Community Development. These funds have been designated from a dedicated General Fund reserve specifically allocated for addressing homelessness and housing challenges in our community.

In exchange for this one-time capital contribution, the County of Ventura has committed that not less than ten of the Project's permanent supportive housing units will be dedicated for eligible households with a behavioral health challenge and a verified connection to the City of Camarillo for the 55-year term of the project. The City retains sole discretion in determining what constitutes a "verified connection" to our community, and referrals will be processed through the established Coordinated Entry System with City verification of local connection. In an instance where there are no eligible households with a behavioral health challenge and a verified connection to the City identified when one of the ten units becomes vacant, the unit will be filled with an otherwise eligible household with a behavioral health challenge. Thereafter the next available unit in the Project will become a City eligible unit for the City for City placement.

The City established the following terms and conditions in our Memorandum of Understanding with the County that are supplemental to the Homekey+ Standard Agreement: (a) annual reporting from the County on occupancy and exits from City-reserved units, (b) advance notification of lease terminations and operational changes affecting the project, (c) semi-annual coordination meetings between City and County staff to review referral processes, (d) County indemnification of the City for third-party claims arising from project operations, and (e) maintenance of ten dedicated units with priority for Camarillo residents throughout the project term.

City one-time capital funds may be utilized for all capital costs necessary to develop the permanent supportive housing project, including site preparation, modular unit construction and installation, transportation, and related development expenses. The City's contribution is designated exclusively for capital development and will not be used for ongoing operational costs, which will be funded through other sources identified by the County.

The City of Camarillo has taken all necessary municipal actions to authorize this funding commitment through approval of the Memorandum of Understanding with the County of Ventura by the Camarillo City Council. This letter serves as our enforceable funding commitment for the Lewis Road Homekey+ project, representing a key component of our ongoing efforts to address both housing and behavioral health needs within our community.

Sincerely,
Greg Ramirez
