Subject: ACCO Engineered Systems – Amendment to Maintenance Agreement CC/CSD No. 2024-11
BACKGROUND
On May 6, 2024, the City Council (City) and Camarillo Sanitary District (CSD) awarded a 14-month maintenance agreement to ACCO Engineered Systems (ACCO) in the amount of $286,324, for HVAC maintenance and remedial HVAC repairs at all City facilities. The existing agreement expires on August 31, 2025.
ACCO provides monthly, scheduled inspections and pro-active, hands-on maintenance services designed to improve equipment operations, increase efficiency, minimize breakdowns, and prolong equipment life.
DISCUSSION
Reliable HVAC performance is essential to health, safety, and continuity of operations.
City facilities require proper temperature, ventilation, and filtration to maintain indoor air quality for staff and the public, also, several sites operate as community cooling centers during extreme heat events.
ACCO has provided maintenance services with quality, responsiveness, and technical expertise that have kept building systems reliable and compliant.
As was the process for the initial agreement, staff obtained a quote from ACCO for continued HVAC maintenance at all City facilities utilizing cooperative contract pricing through Omnia (Contract No. 02-73), as allowed for in the City’s Purchasing Policy.
To maintain continuity of service and protect critical building assets, staff recommends approving a First Amendment to Agreement No. 2024-11 for an additional 22-month term ending June 30, 2027, and update the not-to-exceed amount to $683,488 including remedial contingency for all facilities, consistent with the City/CSD’s ongoing

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that HVAC maintenance is not subject to CEQA review because it can be seen with certainty that there is no possibility that HVAC maintenance may have a significant effect on the environment. This is a maintenance activity on existing facilities.
RECOMMENDATION
1. Find HVAC maintenance exempt from review under California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 15061(b)(3) and;
2. Authorize the City/District Manager to execute a joint CC/CSD Agreement Amendment 2024-11A for an amount not to exceed $683,488 including contingency for remedial work and;
3. Authorize the City/District Manager to execute future amendments and documents as required up to the total not to exceed amount.
