Camarillo City Council

AGENDA REPORT
Date: August 27, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: 2025 Drinking Water Quality Report on Public Health Goals

BACKGROUND
Senate Bill 1307 (Calderon-Sher), also known as the Calderon-Sher Safe Drinking Water Act of 1996, became effective on January 1, 1997, and added provisions to the California Health and Safety Code requiring public water systems with more than 10,000 service connections to prepare a Public Health Goals (PHGs) Report every three years. The purpose of the report is to compare detected levels of drinking water contaminants with PHGs established by the California Office of Environmental Health Hazard Assessment (OEHHA) during the 3-year reporting period and estimate costs to remove detected contaminants to levels below the PHG using best available technology.

These required PHG Reports are unique to California and are prepared in addition to the extensive public reporting of water quality information provided annually to water customers through the Consumer Confidence Report (CCR). While the PHG Report is not submitted to the State Water Resources Control Board (SWRCB), the State requires that it is made available to the public upon request. In addition to this triennial PHG Report, the City of Camarillo Water Division continues to provide detailed annual water quality reporting through the CCR.

Upon completion of the PHG Report, the City is required to conduct a public hearing and receive public comment. A public notice has been prepared and will be published in the Acorn in advance of the August 27, 2025, hearing. Copies of the PHG Report will be made available for review at City Hall and upon request.

DISCUSSION
The City’s PHG Report (Attachment 1) has been prepared in accordance with the Health and Safety Code Section 116470. The report identifies water quality constituents listed in the PHGs established by the OEHHA; however, all detected levels remain below the

enforceable Maximum Contaminant Levels set by the SWRCB which regulates safe drinking water.

The drinking water delivered to City customers continues to be safe and of high quality.

The City’s North Pleasant Valley Groundwater Desalter facility provides approximately half of the City’s water supply and uses reverse osmosis treatment which is recognized as the best available technology by OEHHA. Remaining sources of water include local wells and imported State water.

In accordance with California Health and Safety Code Section 116470, staff recommends the City Council conduct a public hearing to receive public comment and receive and file the 2025 Public Health Goals Report.

FISCAL IMPACT
There is no fiscal impact as a result of this action.
