AGENDA REPORT
Date: August 27, 2025
To: Honorable Mayor and City Councilmembers
Honorable Chairman and Board of Directors
From: Greg Ramirez, City Manager and District Manager
Submitted by: Dave Klotzle, Public Works Director and Assistant District Manager
Subject: Regional Radio System Agreements – Ventura County Transportation Commission and County of Ventura

BACKGROUND
On December 6, 2024, the Ventura County Transportation Commissions (VCTC) entered into an agreement with the County of Ventura (County) to provide regional radio system (RRS) service.

The County RRS provides a standardized, interoperable platform for digital communication across multiple jurisdictions within the County of Ventura. VCTC has funding for all Ventura County transit operators to implement the system with new digital radios on transit vehicles. By participating in the system, transit operators will enhance their operational efficiency, improve coordination with each other and emergency response entities while strengthening emergency response preparedness. The network is specifically designed to provide a regionally integrated communications platform to enhance multi-agency interoperability.

DISCUSSION
VCTC has prepared an agreement allowing interested transit operators to participate in the County’s RRS. The agreement establishes the terms under which the City would join the system through Interagency Agreement No. CC 2025-160 with VCTC. The County requires any agency wishing to join the RRS service to execute a separate agreement between VCTC and the agency (instead of each agency executing an agreement with the County). Under VCTC’s agreement, all participating agencies will be collectively

represented by VCTC. VCTC will be responsible for the RRS service expense and will pay the County directly.

An additional Interagency Reimbursement Agreement No. CC 2025-161 is required between the City and VCTC. The City is required to procure the radios directly but will be fully reimbursed by VCTC for the expense. The estimated cost for radios and installation for use in City transit vehicles is $90,000. VCTC is currently in the process of soliciting price quotes for the equipment and installation. Once a confirmed price is established, staff will return to City Council with a request to approve procurement. VCTC will use Senate Bill (SB) 125 funds as part of its Countywide Regional Radio Project to reimburse the City’s expenses.

Additionally, staff is working on a separate effort for the City/Camarillo Sanitary District to directly join the Ventura County Regional Radio System for other City divisions such as Streets, Water, Sanitary and others to increase reliability of communication both internally and throughout the region in the event of an emergency. Discussions with the County of Ventura are continuing and staff is requesting that City Council and the Sanitary District authorize the City Manager/District Manager to negotiate and execute a separate Agreement with the County of Ventura for the Regional Radio System.

FISCAL IMPACT
An appropriation in the amount of $90,000 is required in the Transit Fund, Supplies & Materials, Account No. 810-3801-438.61-01 for FY 25/26 for the purchase of portable two-way radios and installation of the base station.

An increase in budgeted revenues in the amount of $90,000 is required in the SB 125 Fund, Capital Grants SB 125 Revenues, Account No. 206-0000-336.36-18 for FY 25/26 for the reimbursement of portable two-way radios and installation of the base station.

CEQA DETERMINATIONS
Staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines that the VCTC Regional Radio System Agreement is not subject to CEQA review because it can be seen with certainty that there is no possibility that the Agreement may have a significant effect on the environment. The activity is designed to enhance the existing radio communications service.
