P.Community Support Funds (City)
Assistant City Manager Nichols stated, consistent with City Council Policy 1.04, Councilmembers Martinez-Bravo and Santangelo requested a discussion to consider two community support funds.
Immigration Legal Defense Fund
Assistant City Manager Nichols indicated the Ventura County Board of Supervisors met on August 12, 2025, to consider the establishment of the Ventura County Immigration Legal Defense Fund and a $250,000 contribution. The item was continued to August 26, 2025, in which the motion to approve the request failed.
Therefore, no further consideration is requested.
Ventura County Neighbors Support Fund
Councilmember Martinez-Bravo announced she would recuse herself from the discussion of the Ventura County Neighbors Support Fund as she has a conflict of interest related to her position as Executive Director for Friends of the Fieldworkers and they may receive funds related to the item. She indicated she sent a support letter to the Ventura County Board of Supervisors and thanked Ventura County Community Foundation. Councilmember Martinez-Bravo left the dais.
Vanessa Bechtel, President, Ventura County Community Foundation and Mike Soules, Ventura County Community Foundation, provided an overview of the humanitarian relief assistance effort.
The following people provided public testimony: Claudia Gonzalez, Nicole Raden, Maria Acosta, Sarah Wilczewski, Nicolas Bednarski, Brenda Schearer, Primitiva Hernandez, Joseph Dobzynski, Amy Dobzynski, Blanca Ortega, Mary Kennedy, City Council, Sanitary District, and Library Board Minutes – August 27, 2025 Page 6 of 7 Camilo Garcia, Jack Ito, Julie Hansen, Cassie Wanda Mich, Doug Blois, Susana Barron, Donald Trump, Cedric Nera, Gina L., Spencer Richey, and Peggy Morgan.
Councilmember Santangelo requested allocating $75,000 to the Ventura County Neighbors Support Fund. She asked what actions could be taken to move the item forward this evening. City Attorney Richman indicated the item was described on the agenda for consideration at a future meeting.
Councilmember Trembley expressed concerns about allocating taxpayer dollars to non-governmental organizations where the City would not have oversight. He did not support funding being used for an immigration legal defense fund or money that the City could not verify was being used for social services benefitting impacted Camarillo residents. He recommended staff return with a report that provided specific information and conditions for Council consideration at a future meeting.
Mayor Kildee requested staff to bring back an item to discuss an allocation not to exceed $50,000 to the Ventura County Neighbors Support Fund. He requested that the recommendation include parameters prioritizing support for minors residing within the City who are experiencing mental health challenges stemming from federal immigration raids, while also allowing for other potential uses identified by the City Manager that align with the concerns expressed by the Council.
The Council supported directing the City Manager to conduct further research on the issue, incorporating Council feedback, and to present additional information for consideration at a future meeting.
Councilmember Martinez-Bravo rejoined the meeting and resumed her seat at the dais after the conclusion of the Discussion Items.
