Camarillo City Council
AGENDA REPORT
Date: September 10, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Reservoir Coatings (Project No. WT-5044) – CC Agreement No 2025-2, First Amendment for Additional Engineering Services
BACKGROUND
The Reservoir Coatings – Project No. WT-5044 (Project) was added to the 5-Year Capital Improvement Program (CIP) to evaluate the City’s existing water reservoirs, as shown in the Location Map (Attachment 1), including inspection, preliminary structural analysis, identifying necessary repairs to corroded metal structure and supports, and apply new coatings, as required.
On January 22, 2025, City Council approved a Professional Services Agreement with Kennedy/Jenks Consultants, Inc. (Kennedy/Jenks) (Agreement No. 2025-2) for design services to inspect water reservoirs, evaluate reservoir coatings, and perform preliminary analysis of structural seismic compliance, in the amount not to exceed $164,523.20 (Attachment 2), with an authorized contingency in the amount of $24,700 for a total agreement authorization of $189,223.20.
DISCUSSION
Staff have been working closely with Kennedy/Jenks on the project and the reservoirs have been cleaned and inspected to assess the condition and identify necessary repairs for Water Reservoirs 1, 2, 3, 4, 5, and 6. Reservoirs 5 and 6 are concrete tanks that are not coated, but the interior of those tanks was cleaned and inspected. Based on the site inspections and the preliminary seismic evaluation, Kennedy/Jenks identified the need for significant improvements at Reservoirs 1 and 2, resulting in the recommendation to replace those two welded steel tanks with concrete reservoirs to meet current structural and seismic requirements.
On January 8, 2025, the Federal Emergency Management Agency (FEMA), in coordination with the California Governor’s Office of Emergency Services (CalOES), announced the Hazard Mitigation Grant Program (HMGP) DR-4856. Funding supports a

wide range of resilience and mitigation projects, including infrastructure retrofits, wildfire risk reduction, and climate adaptation efforts. The proposed Project involves retrofitting critical infrastructure and meets the grant application requirements. On May 27, 2025, a Notice of Interest (NOI) application for the Seismic Hazard Mitigation Grant for the Water Reservoirs was submitted to CalOES for consideration of the total project amount of $24,000,000 including the replacement of Reservoir 1 and 2. The grant amount requested is $18,000,000 with a required $6,000,000 (25% of total project) City funding match.
On July 3, 2025, CalOES notified the City that the NOI met the requirements to proceed with submitting a full grant application. On July 9, 2025, CalOES held a kickoff meeting for projects with approved NOIs and identified the requirements for the HMGP application process including a Benefits Cost Analysis (BCA), along with sixty percent (60%) level detailed drawings and specifications to be submitted by September 15, 2025. The application must also include a letter from the City committing to the $6 million of required matching funds. The City’s current CIP includes $5 million in Water funds for construction of the project. Staff proposes to include an increase of $1 million in Water funds allocated to construction of the project when the CIP is updated in 2026 to provide the required matching funds.
Additional professional engineering services are required to support the HMGP application including a seismic hazard mitigation analysis and preparation of the 60% level design drawings and specifications. The design scope of work has been revised to include replacing the existing welded steel tanks at Reservoirs 1 and 2 with new prestressed concrete tanks to meet current structural and seismic requirements.
Staff negotiated a scope of services and fee with Kennedy/Jenks for the additional engineering services and recommends approving an amendment to Agreement No. 2025-2 in an amount not-to-exceed $167,842, (Attachment 3) and establishing a contingency in the amount of $49,854.80 (approximately 15% of the total agreement and amendment amount) for a total agreement authorization of $382,220.
FISCAL IMPACT
Funds for the agreement amendment and contingency with Kennedy/Jenks are included in the FY 2025/26 Water Capital Projects Fund Budget Account No. 863-8710-487.92-21 and Project WT- 5044.
