Camarillo City Council

AGENDA REPORT
Date: September 24, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: David Sanchez, Community Development Director Subject: Vista Campanario Apartments Certificate of Completion

BACKGROUND
On February 13, 2022, the City entered into a transfer agreement with 60Barry LP, a California Limited Partnership composed of 60Barry LLC and the Area Housing Authority of the County of Ventura for the development of City-owned property located at 2800 Barry Street (known as the former Stock Lumber Property) to enable the construction of affordable housing. On March 20, 2023, the City executed a grant deed transferring the property to the Area Housing Authority. To assist with construction of the project, the City provided a $4.9 million loan to the partnership funded with housing bonds for construction of the rental units, secured by a Promissory Note and Deed of Trust.

Effective April 1, 2024, the partnership assigned the responsibility for the construction of the 8-unit for-sale portion of the project, known as Vista Campanario Homes, to Habitat for Humanity.

The Vista Campanario Apartments were completed and received certificate of occupancy on July 10, 2025. The apartments are composed of 15 units for extremely low-income households, 21 units for very low-income households, 23 units for low-income households, and one manager’s unit.

DISCUSSION
Pursuant to Section 3.12 of the attached transfer agreement, following satisfactory completion of all project components, including the issuance of all certificates of occupancy for the project, the City agreed to furnish the developer with a Certificate of Completion for the project. The Vista Campanario Apartments portion of the project, completed by Barry60 LP, has satisfactorily completed all project components, including issuance of certificates of occupancy for all apartments.
