Camarillo City Council

AGENDA REPORT
Date: September 24, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Resolution Authorizing the Filing of a Claim with the Ventura County Transportation Commission for Allocation of Transportation Development Act Funds for Fiscal Year 2025/26

BACKGROUND
Annually, the City must submit a claim to the Ventura County Transportation Commission (VCTC) to receive the City’s allocation of funds for the Transportation Development Act (TDA) Article 8a local streets and roads and 8c transit funds, the State of Good Repair (SGR) funds and the State Transit Assistance (STA) funds. This item is for the City Council to consider authorizing staff to submit a claim for Fiscal Year (FY) 2025/26.

DISCUSSION
The TDA was established by the State Legislature in 1971 to provide one of the major funding sources for public transportation (Article 8c) and road improvements for cities and counties (Article 8a). The STA funds are generated by a sales tax on fuel and diesel fuel to fund transit capital projects and transit operations. The VCTC administers these funds in accordance with the State’s TDA statutes and administrative code, supplemented by VCTC’s own rules and policies. VCTC also has the authority to review and evaluate claims and allocate TDA Articles 8a & 8c, SGR and STA funds.

The TDA Article 8c funds have become the primary funding mechanism for the City’s public transit programs. They can also be spent on train station maintenance costs. The STA funds are also available for local transit purposes, including bus procurements, transit operations and train station maintenance costs. The SGR funds can be spent on transit capital expenditures, such as transit vehicles. After fully funding transit, the remaining TDA 8a funds can be spent on streets and roads. The FY 2025/26 Articles 8a & 8c apportionments are estimated to be $3,215,322, and represent a funding decrease of $137,695, or approximately 4.11% less than the prior year’s final apportionment of $3,215,322. The FY 2025/26 SGR claim estimate is $9,095 and represents the same

funding as prior year’s actual allocation. The FY 2025/26 STA claim estimate is $52,440 and represents a funding decrease of $8,350 from the prior fiscal year’s actual allocation of $60,790.

FISCAL IMPACT
It is estimated that the City will receive $1,600,000 in TDA Article 8a revenue in account No. 208-0000-337.43-11, $1,615,322 in Article 8c in account No. 207-0000-337.43-14, $9,095 or 100% of available SGR funds in account No. 810-0000-336.36-16, and $52,440 or 100% of available STA funds in account No. 810-0000-336.36-17 for Fiscal Year 2025/26.

RECOMMENDATION
Adopt a Resolution authorizing the Director of Finance to file with the Ventura County Transportation Commission the Transportation Development Act Articles 8a & 8c, the State of Good Repair and the State Transit Assistance claim for Fiscal Year 2025/26.
