Camarillo City Council

AGENDA REPORT
Date: September 24, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Approve the Purchase of Traffic Signal Adaptive Video Detection Systems

BACKGROUND
Staff recently analyzed the timing and coordination of traffic signals along the Arneill Road corridor. The data revealed a travel time index of 1.7 during peak hours, indicating that travel times are 70% longer than free-flow, or non-coordinated signal timing conditions, demonstrating significant congestion requiring improved traffic management. This 1.7 travel time index is currently the highest of any roadway corridor in the City of Camarillo.

DISCUSSION
Based on extensive research, staff recommends implementing Adaptive Video Detection Systems for traffic signals which utilize advanced artificial intelligence and machine learning algorithms to optimize traffic flow in real-time. Similar deployments around the country have demonstrated impressive results, including 25% improvements in travel time, 31% reductions in stops, 40% reductions in wait times, and 21% reductions in emissions. These benefits will provide significant time and fuel savings for roadway users while offering crucial advantages during emergency situations through real-time dynamic signal timing adjustments for evacuation routes and emergency vehicle access.

The recommended system offers comprehensive video camera detection capabilities including stop bar, advance, and exit detection points essential for adaptive signal control.

Beyond basic vehicle detection, the system enhances bicycle and pedestrian safety through the ability to extend green and walk timings in real-time based on the status of the individuals crossing the roadway.

In addition to traffic management benefits, the Adaptive Video Detection Systems will provide live video streaming available to the Camarillo Police Department to visually inspect traffic conditions and collisions in real-time. Furthermore, each system will retain video recordings of occurrences at the signal for future use if needed.

Staff recommends the purchase of four Adaptive Video Detection Systems to be installed by staff at the following intersections:

1. Arneill Road and Daily Drive

The City’s Procurement Policy authorizes participation in cooperative purchases and contracts established by other governmental agencies, provided the cooperative agreement is established following a competitive bid process.

Staff solicited a quote for four Adaptive Video Detection Systems utilizing a cooperative purchasing contract through Sourcewell (formerly known as National Joint Power Alliance).

As a national municipal contracting agency, Sourcewell establishes and provides nationally leveraged and competitively solicited purchasing contracts under the guidance of the Uniform Municipal Contracting Law.

Staff recommends awarding the following competitive quote obtained through Sourcewell and the issuance of a purchase order to MioVision for four Adaptive Video Detection Systems.

Name of Bidder $ Amount of Bid
MioVision (Sourcewell Contract No. 030425) $129,772.50

FISCAL IMPACT
Funds for the purchase of four Adaptive Video Detection Systems are included in the FY 2025/26 Traffic Supplies and Materials Account No.101-3130-431.35-71.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that purchasing Adaptive Video Detection Systems is not subject to CEQA review because it can be seen with certainty that there is no possibility that this procurement may have a significant effect on the environment.

RECOMMENDATION

1. Find purchasing Adaptive Video Detection Systems exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and

2. Authorize the purchase of four Adaptive Video Detection Systems from MioVision in the amount of $129,772.50.
