DISCUSSION ITEMS – CITY COUNCIL
S. Ventura County Community Foundation (VCCF) Neighbors Support Coalition & Community Support Funding (City)
City Attorney Richman announced the Board of the Friends of Fieldworkers for which Councilmember Martinez-Bravo is the Executive Director, submitted a letter to the city stating the organization would decline any funding from the city through the Neighbors Fund administered by the VCCF. Councilmember Martinez-Bravo may take part in the discussion.
Assistant City Manager Nichols provided an overview of the options of support for community needs discussed with VCCF.
Vanessa Bechtel, President, Ventura County Community Foundation and Mike Soules, Ventura County Community Foundation, were available to answer questions from the Council.
Jennifer Caldwell, Food Share of Ventura County, provided an overview of the food pantries partners within the city. She was available to answer questions from the Council.
The following people provided public testimony: Blanca O., Matha Turlock, Sarah Wilczenski, Maria Acosta, Joseph Dobzynski, Kav Wolverton Ito, Bren Scheaner, Mary Kennedy, David Gilbertson, Julie Hanson, Diana Marquez, and Paul Carruth.
Councilmembers Martinez-Bravo and Santangelo expressed support for endorsing the Ventura County Neighbors Support Coalition (Coalition) and providing funding through the Coalition to leverage matching funds in support of residents affected by immigration enforcement actions. Councilmember Martinez-Bravo proposed a total investment of $70,000 to address food insecurity, including support for CSUCI students and residents in unincorporated areas. The proposed funding includes allocating $35,000 to Somis Ranch via the Saticoy Food Hub and $35,000 to Food Share. Councilmember Santangelo confirmed the proposal as a formal motion and, while reiterating her preference for a $75,000 allocation, voiced support for Martinez-Bravo’s motion.
Councilmember Trembley recommended voting separately on the endorsement of the Ventura County Neighbors Support Coalition. While he expressed support for the program’s noble purpose, he raised concerns that endorsing a single nonprofit might prompt similar requests from other organizations. He stated that allocating $50,000 directly to Food Share was appropriate, as it addresses the specific needs of all residents and aligns with the City's goals. He requested that Food Share provide certification confirming that services are limited to Camarillo residents.
City Council, Sanitary District, and Library Board Minutes – September 24, 2025 Page 6 of 9 MOTION to endorse the Ventura County Neighbors Support Coalition, which does not commit the city to any funding support, rather it establishes the City’s recognition and appreciation of VCCF’s efforts and its partners in advancing this important work.
Councilmember Martinez-Bravo moved, Councilmember Santangelo seconded.
Yes: Kildee, Martinez-Bravo, Santangelo, Tennessen, Trembley No: None
Councilmember Trembley, Vice Mayor Tennessen, and Mayor Kildee discussed their preference that funding should prioritize Camarillo residents. They also considered whether the Saticoy Food Hub maintains a presence in Camarillo and the potential loss of matching funds if the City did not contribute to the Ventura County Neighbors Support Coalition.
Vice Mayor Tennessen requested that staff refer to the Policy Committee proposed guidance and criteria for evaluating any future funding requests that arise outside the formal budget process.
MOTION to address food insecurity within the community including the unincorporated areas of CSUCI students and Somis Ranch residents by supporting VCCF through the Saticoy Food Hub and Food Share of Ventura County with a match from VCCF in addition to a request of an additional $20,000 to be allocated to Food Share of Ventura County bringing their total to $35,000 for a total of a $70,000 investment.
