Camarillo City Council

AGENDA REPORT
Date: October 22, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Camarillo Signal Painting and Yellow Borders Project (TM-2025-2) – Award of Contract

BACKGROUND
Specification No. TM-2025-2, Camarillo Signal Painting and Yellow Borders Project will provide painting of all signal heads, signal poles, pedestrian signal housings and pushbutton assemblies, as well as installation of reflective yellow borders on each signal head at eleven signalized intersections on Arneill Rd., Carmen Dr., Ponderosa Ave. and Ventura Blvd. The existing traffic signals are aging, and the upgrades will provide enhanced safety for pedestrians and motorists, while increasing signal visibility.

The project includes additional work at the intersection of Ventura Blvd. and Arneill Rd. to paint six 10-foot decorative street light poles, eighteen decorative bollards, and the old town clock.

DISCUSSION
On September 6, 2025, staff advertised a Notice Inviting Bids in the Camarillo Acorn and posted on the City of Camarillo PlanetBids portal Specification No. TM-2025-2, Camarillo Signal Painting and Yellow Borders Project.

On September 22, 2025, staff received three bids uploaded to the City of Camarillo PlanetBids portal as shown in the table below:

Name of Bidder $ Amount of Bid
Perfection Painting Corp - Santa Clarita, CA $135,000
Streetlight Restoration Specialists – Simi Valley, CA $195,373 Color New Corp - Woodland Hills, CA $249,800

Although Perfection Painting Corp. (Perfection) is the apparent low bidder, staff recommends their bid be deemed non-responsive because its bid does not conform to a material requirement stated in the bid documents.

The bid documents require contractors to possess a valid California Class C-61/D-64 Light Pole Restoration contractor's license. Alternatively, a valid C-33 Painting contractor license is acceptable if the bidder provides three (3) verifiable references for projects of similar scope demonstrating experience working with municipal clients and implementing proper traffic control measures. This is a material requirement of the contract and is necessary because the work will be performed in the public right of way under active roadway traffic conditions and involves working with energized signal equipment and utilizing specialized equipment. The work must also be performed in accordance with standard traffic control requirements while minimizing disruption to traffic and inconvenience to the public.

Perfection possesses a C-33 Painting contractor’s license, therefore staff carefully reviewed Perfection’s references and found they were not of similar scope. Accordingly, staff, in consultation with legal counsel, has determined that Perfection’s bid does not comply with this bid requirement and therefore is non-responsive and cannot be accepted.

Staff recommends the City Council reject Perfection’s bid and award a standard public works contract to the next apparent low bidder, Streetlight Restoration Specialists, in the amount of $195,373 and authorize a 10% contingency of $19,537 for unforeseen change orders that may be required for a total authorized expenditure of $214,910.

FISCAL IMPACT
Funds for Specification No. TM-2025-2, Camarillo Signal Painting and Yellow Borders Project and contingencies are included in Public Works Traffic Signal Contract Services Account No. 101-3130-431.35-71.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Goal and Objective 4.1, Land Use, Transportation, Transit and Community Development to continue seeking improvement on local traffic issues that impact our City.

CEQA DETERMINATIONS
Specification No. TM-2025-2, Camarillo Signal Painting and Yellow Borders Project is not subject to California Environmental Quality Act (CEQA) review pursuant to Section 15301 of the CEQA Guidelines, which exempts from CEQA review projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographic features involving negligible or no expansion of existing or former use.
