AGENDA REPORT
Date: October 22, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Award Agreement 2025-183 for Data Governance Framework and Implementation to Berry, Dunn, McNeil, & Parker LLC
BACKGROUND
The City is undertaking two critical technology initiatives to modernize its operations: the five-year Technology Modernization Plan (TMP) and the selection of an Enterprise Asset Management (EAM) system. The TMP addresses the City’s long-term technology needs, while the EAM system selection identifies the most appropriate system for managing physical assets, maintenance operations, and work order tracking across multiple departments.
On October 9, 2024, the City Council awarded CC Agreement Nos. 2024-180 and 2024- 182 to Berry, Dunn, McNeil, and Parker LLC (BerryDunn) for completion of the TMP and assistance with requirements gathering and selection of an EAM system.
On September 8, 2025, BerryDunn presented the completed TMP to the City’s Executive Team and the City Manager. This plan emphasizes accelerated progress on high-priority projects and initiatives, supported by additional staffing and professional services, to position the City to adopt emerging technologies such as artificial intelligence and advanced data governance frameworks.
DISCUSSION
The TMP identified critical modernization initiatives across governance, infrastructure, cybersecurity, and resident services. Among these initiatives, the development of a comprehensive Data Governance Framework was recognized as a foundational project to strengthen transparency and improve decision-making. By inventorying, classifying, and standardizing City data, the framework will improve data quality, strengthen compliance, and break down organizational silos.

Importantly, data governance will prepare the City for responsible use of advanced tools such as Artificial Intelligence (AI). Well-governed data ensures that AI models are trained on accurate, unbiased, and secure datasets, enabling the City to responsibly leverage automation, predictive analytics, and next-generation tools in support of service delivery, transparency, and accountability.
BerryDunn’s proposal emphasizes that the framework will:
Strengthen compliance and accountability by aligning with applicable regulatory requirements (e.g., CPRA, HIPAA, PCI).
Support Citywide transparency and collaboration by addressing fragmented data practices, duplication, and siloed systems identified in the TMP. Enable AI readiness by developing classifications and protocols that define when and how datasets can be safely used for automation and advanced analytics. Integrate with ongoing initiatives such as the Organizational Assessment/Performance Measurement project, OpenGov reporting, and the City’s EAM system.
BerryDunn’s structured approach includes:
Planning and Assessment – reviewing existing policies, procedures, and systems; conducting a baseline Data Management Maturity Assessment. Framework Development – facilitating workshops with staff to define vision, guiding principles, and governance roles; establishing a Data Governance Steering Committee.
Data Inventory and Modeling – documenting datasets, systems, ownership, and integration points; developing a high-level data model for Citywide use. Classification and Analysis – applying regulatory-driven classifications, ensuring datasets are appropriately secured, and prioritizing consolidation or integration initiatives.
Training and Change Management – developing scalable training tailored to City staff roles and responsibilities, using Prosci® change management methodologies.
Reporting and Analytics – identifying opportunities to enhance reporting tools (including Power BI and Microsoft Fabric) and preparing a scope of work for vendor selection if needed.

Ongoing Maturity Assessments – quarterly updates to track progress toward defined goals and improvement
On July 8, 2024, staff was authorized to solicit bids and issued a Request for Proposal (RFP) for the TMP. Nine bids were received and evaluated using qualifications, references, staffing, schedule, and scope of work criteria. After interviews with shortlisted firms, BerryDunn was selected for its extensive experience and strong alignment with the City’s needs.
Per the scope of the RFP, staff is recommending continuing the partnership with BerryDunn and awarding CC 2025-183 in the amount of $336,000 plus 10% contingency for unforeseen expenses for a total not to exceed amount of $369,600 for completion of the Data Governance Framework and Implementation project.
FISCAL IMPACT
Funds for the data governance framework and implementation are included in the Information Systems Administration budget, Account No. 530-5330-453.32-01.
