Camarillo City Council

AGENDA REPORT
Date: October 22, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Award CC Agreement No. 2025-157 for Elevator Maintenance at the Police Station with Republic Elevator

BACKGROUND
In 2024 the City Manager authorized CC Agreement No. 2024-161 and 2024-162 with Republic Elevator for monthly preventative maintenance at the Camarillo Public Library and Camarillo Ranch House.

On July 1, 2025, the City Manager authorized CC Agreement No. 2025-93 with Republic Elevator using cooperative Sourcewell contract #050224-SCH for monthly preventative maintenance at the Police Facility. This Agreement is valid through June 30, 2028, with a not to exceed amount of $19,393.

DISCUSSION
The Police Facility’s elevator was installed in 1984 and is well beyond its expected useful life of 20–25 years. To ensure continued safety, reliability, and compliance with modern accessibility standards, significant upgrades are required. The existing hydraulic jack packing and seal are worn, which can lead to excessive oil loss, reduced system reliability, and potential passenger safety risks. Replacement of the packing is necessary to maintain safe and efficient operation.

Door upgrades are also needed, including installing a new door operator, motor, and associated components such as the door restrictor, gate lock, and clutch. In addition, hall door tracks, hangers, locks, closers, pick-up assemblies, and gibs must be replaced to improve reliability and performance. To meet current ADA requirements, a hands-free emergency telephone must also be installed. The emergency telephone ensures that all passengers, including those with accessibility needs, can communicate effectively in case of an emergency.

Republic Elevator has delivered consistent, high-quality service for elevator preventative maintenance at other City facilities such as the Library and Ranch House. To efficiently and expeditiously secure Republic Elevator’s services, the City is utilizing cooperative, Sourcewell contract #050224-SCH, as is allowed for in the City’s Purchasing Policy.

Staff obtained a quote under the Sourcewell contract to repair and update the hydraulics, doors and phone on the Police Department elevator.

The work is expected to be completed quickly; however, staff recommends a 12-month agreement to allow for any potential delays in shipping and/or tariff impacts. The proposal for services is for $67,201. Staff recommends an additional $10,000 contingency for unforeseen costs; for a total not to exceed amount of $77,207.

FISCAL IMPACT
Funds for the Police Department elevator maintenance are included in the Police Facility Operations Capital Purchases Account No. 101-5752-419.91-21.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Goal and Objective 5.4 – Technology and City Facilities – Improve and modernize City facilities using sustainable building practices, energy-efficient systems, and resilient infrastructure.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that elevator maintenance and repairs are not subject to CEQA review because it can be seen with certainty that there is no possibility that elevator maintenance and repairs may have a significant effect on the environment.

RECOMMENDATION

2. Authorize the City Manager to execute CC Agreement No. 2025-157 with Republic Elevator in the amount of $67,201 including $10,000 contingency for a total not to exceed amount of $77,207; and
