1 2. Firm Background

Sean Leonard, President and CEO, moved to Camarillo in 1989 where he worked as Koll Construction’s on-site Senior Project Manager for the 92-acre infrastructure improvements for what is now the Camarillo Premium Outlets. He went on to establish S.L. Leonard & Associates (SLL) in Camarillo in 2003, which serves public and private institutions, property owners, tenants, and developers, to manage clients’ capital projects. SLL later expanded to include a Los Angeles office in 2017. Over the past decades, Sean and the SLL team has prided themselves on contributing meaningfully to the communities they live, work, and play in – garnering several awards including the Business Ethnics Recognition Award from the Rotary Club of Camarillo and The American Institute of Architects (AIA) Presidential Award for Project Team of the Year for work on the Disney Concert Hall and the California Endowment Headquarters in Los Angeles.

Additionally, Sean was named the 2020 Philanthropist of the Year by the Camarillo Chamber of Commerce.

SLL’s depth of experience with publicly funded, mixed-use, affordable, and community-focused projects demonstrates an ability to navigate complex funding and scheduling requirements, prevailing wage compliance, and stakeholder coordination.

SLL’s team of 10 project managers have diverse backgrounds and licenses, including construction, architecture, and engineering. SLL offers professional services in construction management, inspection/superintending, owner representation, project scheduling, cost management, grant compliance, and stakeholder coordination. “This business was built on a strong foundation of quality, integrity, and experience. We are a collective team driven by passion and united by purpose,” Sean Leonard.

3. Proposed Team and Qualifications

Our proposed team includes seasoned professionals with deep local expertise in municipal projects, state grant funding requirements, and multi-family affordable housing. Resumes and relevant projects included in Appendix A.

• Sean L. Leonard, Principal in Charge (City liaison)
• Gary Siroky, Construction Manager
• Michael Iwuchukwu, Inspector (Superintendent)
• Bonnie Francisco, Pre-Construction Manager (support CM if needed) • Don Sunseri of DJS (subconsultant), Materials & Laboratory Testing, Deputy Inspection: coordinates third-party lab testing and reporting.

2 We have worked on over 8,000 units of affordable housing, many with a mixed-use component, and most with supportive services. The role of the inspector described in the RFP has elements traditionally performed in building (vertical) construction by a superintendent, with some overlap with the Construction Manager. Our proposed Construction Manager and Inspector (Superintendent) can each fulfill the respective RFP scopes as outlined. Since Gary (CM) & Mike (Inspector) can each do both jobs, we see the opportunity for much efficiency, while preserving the capacity to fulfill the hours estimated in the RFP and even overtime if needed.

Our deputy inspection, materials testing, and laboratory testing will be performed by Don Sunseri of DJS Inspections. Don has provided these services on many of SLL’s projects, including the recently completed Vista Campanario project on Lewis Road in Camarillo. S.L. Leonard & Associates will be marking up DJS’s fees by 10% for administration and profit. The City is welcome to contract directly with DJS to eliminate the mark-up. The field Deputy Inspection, Material Testing is a prevailing wage position while the Construction Manager and Inspector (Superintendent) positions are not subject to prevailing wages.

S.L. Leonard & Associates has extensive experience with state-funded and municipal projects throughout Ventura County, including:

5. Project Understanding and Approach
We understand the City’s priority is a seamless, compliant, and collaborative construction process that meets Encampment Resolution Fund expenditure deadlines and achieves Certificate of Occupancy in time for 100% expenditure by February 24, 2028.

We believe the key to a successful project is early communication of expectations, and diligent vetting of design documents for errors, omissions, and ambiguities. If a constructability review has not been undertaken, SLL can perform one and ensure any revisions and clarifications in collaboration with the design team are included in the bid documents. In the current market where some items have extraordinarily long lead times, we will help identify any items of work that may require early procurement to meet your schedule.

We prefer to foster a collaborative approach to minimize disputes; we do this by listening well, while meticulously communicating expectations. Having been

6 involved with over 8,000 units of publicly funded housing, and with a Construction Manager (Gary Siroky) and Superintendent/Inspector (Mike Iwuchukwu) that have been in the contractor’s position we can be firm but fair and earn the respect of all team members. We have won two prestigious AIA Presidential Awards for leading Project Teams of the Year. Gary & Mike have over 75 years of construction experience between them and can work seamlessly together, achieving many efficiencies. A successful collaboration requires all three parties (Owner, designer, and contractor) to pull their weight. We will track responsibilities and commitments of each and hold all accountable, while protecting the City’s interests.

We like to set the tone early for contractors by requiring submittal schedules and vigorously reviewing change order requests and monitoring Requests for Information. We will require weekly meetings and produce minutes to stay on top of all issues and focus on urgent issues. We recommend requiring the successful contractor to use Procore, the most prominent construction management software in the building industry.

Following is a list of specific tasks we anticipate undertaking; this can be expanded or contracted if our Client prefers:

PRECONSTRUCTION PHASE TASKS:
• Detailed preconstruction plan reviews and proactive bid-phase coordination.

Deliverables include a detailed spreadsheet with comments and action items on omissions or ambiguities seen on project plans and specifications. • In collaboration with City and design team, prepare RFI responses to bidders. • Outreach to area contractors to encourage participation. • Coordination of mandatory Contractor pre-bid site meeting • Prevailing wage monitor to assist with pre-bid process • Review and coordinate bidder questions with City and design team • Assist City with bid review and leveling.
• Reference checking
• Coordinate and Chair Preconstruction meeting with successful bidder; prepare agenda, sign-in sheets, documents intended for distribution, author and issue minutes,

CONSTRUCTION PHASE TASKS:

1. Submit a monthly report with schedule & budget progress, issues of note, potential problems, and photographs of progress.

2. Provide administration for the construction contract; review and manage contractor

7 compliance with contract terms and conditions with respect to quality control, billing, submittals, schedule maintenance, project close-out.

3. City to ensure contractors submit necessary proof of insurance and payment and performance bonds before accessing site.

4. Oversee development of the contractor's detailed critical path method schedule.

5. Monitor schedule progress and budget compliance throughout the project.

6. Evaluate, recommend for approval, and process contractor Payment Applications through the City's staff, mitigate any front-end loading and overbilling. Review compliance with required lien, and stop payment waiver submissions, monitor prevailing wage compliance.

7. Review and analyze contractor’s monthly schedule submission and weekly three week look ahead schedules; cause the contractor to provide a recovery schedule when needed.

8. Assist the design team, as reasonably required in quality control of the design and construction process as it proceeds.

9. Chair weekly site progress meetings, prepare meeting agendas 24h ahead. Author and distribute meeting minutes within 48h of the meeting conclusion..

10. Evaluate and resolve any change order requests in collaboration with the design team and City staff. Make recommendation and prepare CCO in City required format..

11. Prepare and update a punch list as work progresses.

12. Assist in Certificate of Occupancy and other governmental and regulatory agency approvals from the respective Authorities Having Jurisdiction.

13. Assess in-place construction for compliance with contract documents.

14. Provide daily photographic documentation of construction progress and conditions.

15. Issue daily reports confirming trades on site, work completed, inspections and deliveries each day.

16. Monitor daily manpower and activities, coordinate with City prevailing wage monitor.

17. Coordination of all known local and state code required material structural testing for plan conformance. Geotechnical testing to be provided by Geotechnical Engineer of record and coordinated by S.L.

Leonard & Associates, Inc.

18. Coordinate close-out documentation for the project.

19. Review and accept final waivers, operations and maintenance manuals, warranties, attic stock, and record drawings in electronic format.

20. Debrief with the City’s staff at completion to ensure that all outstanding problems are solved and achieve a smooth operations start-up.

21. Real-time tracking of ERF compliance

22. Preparation of weekly statement of working days and ensure the full execution of such on a weekly basis.

8 23. Coordination with VCFD, City Water and Sewer Divisions, Building and Safety and all other required agencies/departments.

Re: Arneill Road Mixed Use Project- Labor Compliance
Dear Gary:

Please see attached proposal for prevailing wage compliance . Coming from the general contractor perspective, California Construction Compliance is well aware of the challenges projects face when prevailing wage laws are not complied with. We have developed risk mitigation policies and procedures to ensure all parties, from our clients to tiered subcontractors, remain in compliance.

We have also established 21 st century submittal practices using cloud softwares such as Adobe PDF sign and OneDrive. This provides our clients, the public agencies and the subcontractors an added level of convenience and efficiency to the work.

We appreciate the opportunity to submit this proposal.

Thank you.

Sincerely,
California Construction Compliance
