The following people provided public testimony: Zusset Marroquin, Marta Almazan, Rosalia Baez, Mike Cirillo, Terrie Connell, Brandon Noirot, Mirna Fuentes, Devo Brown, Lynn Corul, and George Garcia.

Councilmember Santangelo, Councilmember Martinez-Bravo, and Mayor Kildee expressed support for the proposed moratorium on mobilehome rent increases, emphasizing the need for more time to complete ongoing work and review data.

Councilmember Trembley stated that while he is generally not supportive of rent City Council, Sanitary District, and Library Board Minutes - October 22, 2025 Page 6 of 10 control, he recognizes the unique challenges faced by mobile home residents. He expressed concern that the current 3.2 percent increase tied to the Consumer Price Index (CPI) is insufficient, as CPI reflects consumer spending rather than landlord operating costs. He recommended 3.2 percent CPI plus one percent additional to account for the increase in operating expenses. He requested staff bring back to the Council a proposed permanent ordinance but clarified that he would oppose both an extension of the current moratorium and any ordinance that restricts space rent from resetting to market value after a mobile home is sold.

Vice Mayor Tennessen agreed with concerns raised by Councilmember Trembley.
