DISCUSSION ITEM – CITY COUNCIL
H.City Council Policy 1.05 - Voting Procedures for Non-Conflict Abstention Votes City Clerk Carrie Weal provided a background on City Council Policy 1.05 – Voting Procedures for Non-Conflict Abstention Votes, including an overview of four alternate rules for consideration: the Common Law Rule, Traditional Rule, Affirmative Majority Rule, and Non-Conflict Abstentions.

Councilmember Martinez-Bravo explained her request to revise the policy was due to the current provision counting non-conflict abstentions as “aye” votes which does not reflect a Councilmember’s true intention. She expressed support for the Non-Conflict Abstentions Rule.

Councilmembers discussed the importance of voting participation and observed that non-conflict abstentions have been rarely used in recent years. They supported the Traditional rule as it is essentially the same in practice as Non- Conflict Abstentions and consistent with Rosenberg’s Rules.

MOTION to support the Traditional Rule and amend City Council Policy 1.05 to be consistent with Rosenberg’s Rules.
