Camarillo City Council

AGENDA REPORT
Date: November 12, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Award of Contract for the Corporation Yard Remodel Phase 1 – CY-5163

BACKGROUND
Specification No. CY-5163, Corporation Yard Remodel Phase 1, provides for the renovation and modernization of the City’s Corporation Yard facilities, including the administrative office, breakroom, locker room, and restrooms. The project scope includes demolition and reconfiguration of the existing floor plan to enhance functionality, improve layout efficiency, and ensure ADA compliance.

Specific improvements include upgrades to interior and exterior lighting, electrical systems, HVAC, flooring, and finishes. The project also includes painting, installation of new fixtures, and other improvements to create a safer, more efficient, and welcoming work environment for staff.

DISCUSSION
On September 13, 2025, staff advertised a Notice Inviting Bids for Specification No. CY- 5163 in the Camarillo Acorn and on the City’s PlanetBids portal.

On October 16, 2025, three bids were received via PlanetBids, summarized below:

Name of Bidder $ Amount of Bid
RAMSA Construction $2,907,000.00
The Nazerian Group $2,988,123.00
CALTEC Corp $3,620,000.00
While RAMSA Construction (RAMSA) submitted the apparent low bid, staff recommends their bid be deemed non-responsive due to failure to meet a material requirement of the bid documents.

The bid specifications state:

The original security of the three (3) lowest bidders must be submitted to the Administrative Services Department at 601 Carmen Drive, Camarillo, CA 93010, in a sealed envelope, and received or postmarked within three (3) City business days after the bid due date and time for the bid to be considered.

Further, per Public Contract Code Section 10167 and Instruction to Bidders, Section

11.16, bids lacking the required bid guaranty or original security are considered non- responsive and must be rejected.

RAMSA Construction did not submit the required original bid security to the City within the specified timeframe; therefore, their bid is non-responsive.

Staff recommends the City Council reject RAMSA’s bid and award a Public Works Contract (CC Agreement No. 2025-214) to The Nazerian Group, the next apparent low bidder, in the amount of $2,988,123 and authorize a 10% contingency of $298,812.30 for unforeseen change orders that may be required for a total authorized expenditure of $3,286,935.30.

FISCAL IMPACT
Funds for the Corporation Yard Remodel Phase 1 project and contingencies are available in the Capital Improvement Projects Fund, Account No. 410-8610-486-92-41.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Goal and Objective 5.4 Technology and City Facilities – Improve and modernize City facilities using sustainable building practices, energy-efficient systems, and resilient infrastructure.

CEQA DETERMINATIONS
Specification No. CY-5163 is not subject to California Environmental Quality Act (CEQA) review pursuant to Section 15301 of the CEQA Guidelines, which exempts projects that involving the operation, repair, maintenance, or minor alteration of existing facilities with negligible or no expansion of use.

The agenda item meets the criteria for this exemption because the project consists of the repair, maintenance or minor alteration to an existing public facility involving no expansion beyond that currently existing.

RECOMMENDATION

1. Find the Corporation Yard Remodel Phase 1 Project exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guideline 150301 of the CEQA Guidelines: and

2. Reject the bid submitted by RAMSA Construction as non-responsive; and

3. Authorize the City Manager to execute Public Works Contract No. 2025-214 with The Nazerian Group in the amount of $2,988,123 and approve contract change orders for contingencies in the amount of $298,812.30 for a total authorized expenditure of $3,286,935.30.
