AGENDA REPORT
Date: November 12, 2025
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Wastewater System Generator Replacement at Pump Station 3 and Pump Station 5 (Project No. SS-5120-1) - Award Construction Contract

BACKGROUND
The Wastewater System Generator Replacement – Project No. SS-5120 was initiated to replace generators at Pump Stations 3 (PS3) and 5 (PS5). The scope has since been divided into two separate projects: Project No. SS-5120-1, Wastewater System Generator Replacement at PS3 and PS5, and Project No. SS-5120-2, Water Reclamation Plant (WRP) Generator Improvements. The WRP Generator Improvements project involves retrofitting an existing portable generator connection at the WRP. The design is currently being finalized, and construction will occur independently from Project No. SS-5120-1 with a separate contract brought forward to the Camarillo Sanitary District (CSD) Board of Directors for consideration at a future meeting.

The two existing generators and transfer switches at PS3 and PS5, located as shown on Attachment 1, are reaching the end of their useful life and will be replaced. The Project will ensure continued functionality of the pump stations by providing standby power in case of an emergency or power loss.

On April 24, 2024, CSD Board of Directors authorized the purchase of two stationary standby generators for PS3 and PS5. The generators were purchased ahead of time due to the extensive lead time for procurement and delivery. CSD has received the generators, and they are ready for installation.

On August 13, 2025, CSD Board of Directors adopted a resolution approving the Project plans and specifications, adopted the Categorical Exemption CEQA finding pursuant to CEQA Guideline Section 15301 Class 1 for the Project, and authorized the Assistant District Manager to proceed with the public bidding procedures for the Project.

DISCUSSION

Inspection Services and Material Testing
Consultant inspection services and materials testing are required for the Project. On September 13, 2025, staff advertised a Request for Proposals (RFP) to provide inspection services and material testing for the Project and Water Reclamation Plant Generator Improvements – Project No. SS-5120-2. Proposals were received from three (3) firms. Staff selected MNS Engineers, Inc., (MNS) to provide the necessary inspection services and materials testing for both projects based on their significant experience working on similar types of capital projects.

Staff has negotiated a scope of services and fee with MNS for both projects and recommends approving a standard professional services agreement with MNS in an amount not to exceed $243,276.65 for inspection services and materials testing (Attachment 3) and authorizing a contingency in the amount of $36,500 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $279,776.65.
