Camarillo City Council
AGENDA REPORT
Date: November 12, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Stormwater Program Administration and Inspection Services – Amendment No. 2024-112A with Charles Abbott Association, Inc.
BACKGROUND
The City of Camarillo’s Municipal Separate Storm Sewer System (MS4) Permit, issued by the Los Angeles and Ventura Counties Regional Water Quality Control Board (Regional Board) under Order No. R4-2021-0105, requires the City to implement and maintain a comprehensive stormwater management program in compliance with the federal Clean Water Act (CWA) National Pollutant Discharge Elimination System (NPDES) requirements.
On June 12, 2024, the City Council approved a three-year agreement (Agreement No. 2024-112) with Charles Abbott Associates, Inc. (CAA) to provide stormwater administrative, inspection, and technical services required under the City’s MS4 Permit, for a total authorized amount of $1,942,987. The Agreement provides for two optional one-year extensions through June 30, 2029, upon City Council approval.
On May 12, 2025, the Calleguas Creek Watershed Management Program (WMP) was approved by the Regional Board. The WMP’s approval triggered enhanced inspection, reporting, and implementation requirements under the City’s MS4 Permit, which became immediately effective upon adoption. These new requirements substantially increase the City’s inspection frequency, documentation, and reporting workload to maintain compliance with the MS4 Permit.
DISCUSSION
The City’s stormwater program is currently administered by two CAA staff members providing program compliance, reporting and coordination with the Regional Water Quality Control Board; as well as business and construction site inspections and assistance with illicit discharge investigations and enforcement activities in the field.

Approval of the Calleguas Creek WMP by the Regional Board in May 2025 requires the City’s inspection frequency for high-priority construction sites to be increased, significantly expanding both the administrative and field workload required to maintain the City in compliance with the MS4 Permit.
To meet these enhanced regulatory requirements, CAA has proposed adding a dedicated Environmental Associate (Stormwater Inspector) position to support the City’s stormwater inspection and reporting activities.
CAA’s proposal dated June 26, 2025, identifies the additional staffing and associated budget necessary to support compliance with the MS4 Permit. The proposed first amendment to CC Agreement No. 2024-112A increases the annual amounts as follows:
