Camarillo City Council

AGENDA REPORT
Date: November 12, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Director of Public Works
Subject: Ventura County Transportation Commission Interagency First Amendment to Agreement No. 2024-194 - Senate Bill 125

BACKGROUND
On Sept. 29, 2023, the California State Transportation Agency (CalSTA) released the final guidelines for the Senate Bill 125 (SB-125) Transit and Intercity Rail Capital Program (TIRCP) and Zero-Emission Transit Capital Program (ZETCP). These supplemental budget funds are apportioned to counties, and it is estimated that Ventura County’s apportionment will be over $55 million through Fiscal Year 2027/28.

SB-125 required extensive analysis of short-range financial needs along with significant reporting requirements. Based on the law’s provisions, Ventura County Transportation Commission (VCTC) implemented a needs-based process to equitably distribute the SB- 125 funds among the county’s transit operators, including the City of Camarillo (City). The clear intent is that these funds are a temporary funding solution to avoid transit service cuts due to lack of funding until more significant innovations are implemented to address reductions in ridership and fare revenue. Each transit operator in Ventura County discussed their financial needs with VCTC and submitted details and financial information for projects that could be funded by SB-125. The City’s funding requests were focused on vehicle procurement and design/construction of the planned joint City and VCTC bus charging and storage facility, as identified in the City’s adopted Zero Emission Bus Plan.

VCTC completed their assessment of all proposed projects and provided operators with the proposed SB-125 funded project list.

On December 11, 2024, City Council approved Agreement No. 2024-194 with VCTC to receive SB-125 funding for Year 1, which included $500,000 for bus procurement and $200,000 for the joint (City and VCTC) Transit Charging Station (ST-5157). The $700,000 was received in January 2025.

DISCUSSION
In September 2025, VCTC received notification from CalSTA that Year 2 funding was approved. VCTC is proposing to amend Agreement No. 2024-194 to reflect a total amount not to exceed $2,538,000, which includes $700,000 of Year 1 funding already received by the City and $1,838,000 of Year 2 funding. Agreement No. 2024-194A (Attachment 1) includes revised Exhibit A, which contains Year 1 Recommended Projects as well as Recommended Projects for Year 2. Staff has modified Year 1’s funding split to move $390,000 of Year 1 funding from vehicle procurement to Project ST-5157 after identifying additional federal funding that could be spent on the vehicles. Year 2 includes $438,000 for electric transit vehicles and $1,400,000 for Project ST-5157, for a total of $1,838,000.

Year 2 funding is expected to be released in FY 2025/26, shortly after execution of the Agreement.

FISCAL IMPACT
The Interagency Agreement First Amendment will generate $1,838,000 in revenue to the SB 125 Fund; Capital Grants SB 125 Revenue Account No. 206-0000-336.36-18 for Fiscal Year 2025/26.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
