Camarillo City Council

AGENDA REPORT
Date: November 12, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: Ventura County Transportation Commission - Short Range Transit Plan

BACKGROUND
In October 2023, the Ventura County Transportation Commission (VCTC/Commission), awarded an Agreement to Fehr & Peers to lead a Short Range Transit Plan (SRTP) to guide potential public transit improvements for the timeframe of 2025-2034. The SRTP evaluates VCTC InterCity transit routes as well as several local agency transit services with recommended adjustments and modifications. The SRTP also includes proposed/recommended countywide changes, such as uniform base transit fares and route naming conventions.

DISCUSSION
City staff have been working with VCTC and Fehr & Peers throughout the SRTP development process. Fehr & Peers has reviewed Camarillo Area Transit’s (CAT) ridership and expenditure data as well as various community data factors and developed potential modifications to CAT services. The recommended modifications include adding a new bus route and adjusting the existing Fixed Route while maintaining the Trolley Route (Attachment 1). The adjusted Fixed Route would end direct service into Leisure Village and provide expanded service to cover more of the City, encouraging increased bus ridership. Leisure Village would be served by the City’s extensive dial-a-ride (DAR) program. Changes to the general DAR program are also proposed, such as establishing a tiered pricing structure to encourage more passengers to use the bus routes, theoretically decreasing demand on DAR. A reduced DAR demand would lower the associated costs and help to offset the increase in costs for the proposed additional bus services.

VCTC anticipates bringing the SRTP to the Commission for approval in January 2026.

VCTC and Fehr & Peers are presenting the SRTP, and specifically, their recommended changes for Camarillo’s CAT services at the November 12, 2025, City Council meeting.

This is an opportunity for City Council to provide VCTC staff with their comments concerning the proposed CAT adjustments.

VCTC will be performing public outreach for the SRTP, including in person workshops and virtual meetings. An in-person workshop is planned for Camarillo on November 20, 2025. The public outreach efforts will be focused on obtaining public comments and input on the SRTP prior to presentation to the Commission.

The final SRTP will serve as a guiding document for transit operators to consider potential improvements to transit services. City staff acknowledges the potential modifications to CAT services described in the SRTP, however, actual implementation of the recommendations would be contingent upon several factors including: comments and concerns of the local community; development of route, schedule and fare details; identification of potential funding sources; and review and approval by City Council.

FISCAL IMPACT
There is no fiscal impact as a result of this action.
