AGENDA REPORT
Date: November 12, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: FY 2024/25 Strategic Plan-Year End Progress Memorandum

BACKGROUND
Annually, the City Council evaluates performance towards the City Council’s Strategic Plan. At the February 12, 2025, City Council received a progress report on FY 2024/25 which covered the period of July 2024-January 2025 (Attachment 1). The attached report provides a progress update for the remainder of the fiscal year, through June 30, 2025 (Attachment 2).

On June 11, 2025, the City Council adopted the FY 2025/26 Strategic Plan that was modified to expand on existing goals and objectives and add new ones that were not reflected in previous plans. This change provided alignment between City Council’s expectations and major projects and work efforts already underway and those anticipated.

Current and new action strategies are proceeding, and a progress update report is expected in January 2026 in addition to the City Council’s evaluation of existing goals and objectives, as well as prioritization of new projects in preparation of budget development.

DISCUSSION
The FY 2024/25 Strategic Plan is comprised of ten goals and several objectives offering the highest quality services for the community. Progress in FY 2024/25 action strategies indicates increased productivity throughout all strategic goals with emphasis on:
Fiscal Management and the pursuit of grant funding and federal appropriations and the development of financial strategies
Community enrichment through community communications, engagement, and educational opportunities in several service areas and projects, including inclusive and accessible programs, events, and recognition opportunities

FY 2025/26 Strategic Plan
Ongoing and new action strategies identified in the FY 2025/26 Strategic Plan are underway and a progress update report is expected in January 2026 in addition to the City Council’s evaluation of existing goals and objectives. City Council goals and objectives were created, expanded or modified to encapsulate and support other essential work areas, strategies, projects, and services such as:
Information Systems and Technology
Water and Wastewater Policies
Capital Infrastructure Projects

Project Prioritization
At the session in January 2026, City Council can also expect an introduction of new major projects or programs for funding consideration for the FY 2026/27 budget year.

Additionally, any existing project, already prioritized with a significant cost increase, will be requalified through the Major Project Prioritization Matrix, approved by City Council last year. Project prioritization ensures that major projects, and thereby expenditures, are aligned with City Council expectations, providing clear direction for the City Manager’s introduction of major work programs in the City’s budget for both operational and capital efforts.

FISCAL IMPACT
There is no budget impact as a result of this action.
