City of Camarillo

Camarillo, CA 93010

Dear Mr. Matsuoka:

Subject: Budget Amendment Request for Stormwater Quality Administrative and Technical Services for the City of Camarillo

Charles Abbott Associates (CAA) has been honored to provide our stormwater quality administrative and technical services for the City of Camarillo (City) since September 2014. These services have included providing inspection, administrative, and technical services to assist the City with the administration of the stormwater program. The purpose of this letter is to request an additional Stormwater Inspector to assist with the increased workload required under the Los Angeles and Ventura Counties Regional MS4 Permit, Order No. R4-2021-0105 (City’s MS4 Permit/Permit).

As you are aware, upon approval of the City’s Watershed Management Program (WMP) , the Minimum Control Measures (MCMs) outlin ed within the City’s MS4 Permit are effective immediately , which includes implementation of the enhanced requirements of the Construction Program. Per the Permit requirements for the Construction Program, the City is required to conduct inspections of sites greater than one acre that discharge to Revolon Slough/ Beardsley Wash and Calleguas Creek every two weeks, w hen two or more consec utive days with greater than a 50% chance of rainfall are predicted by the National Oceanic and Atmospheric Administration (NOAA) , and within 48 hours of a 0.5- inch rain event. For construction sites greater than one acre that discharge to Conejo Creek, the City is required to inspect these sites on a monthly basis. In addition to these enhanced inspection requirements, implementation of the Construction Program includes follow -up inspections, completing inspection reports, database management, providing and updating outreach materials, and attending countywide Construction Program meetings.

Due to the approval of the City’s WMP, there are new requirements associated with the Public Information and Participation Program, Business Program, Planning and Land Development Program, Public Agency Activities Program, and Illicit Discharge Detention and Elimination Program. CAA is prepared to provide guidance to the City on compliance with the new requirements related to the above-mentioned programs.

CAA proposes an increase in the current annual budget for fiscal years (FY) 2025/26 and 2026/27 to assist the City and provide guidance to meet the increased MCM requirements listed above. Below is a breakdown of the proposed cost increase per Fiscal Year:
