RESOLUTION NO. 2025-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CAMARILLO,
RATIYING VENTURA COUNTY FIRE PROTECTION DISTRICT (VCFPD) ORDINANCE NO. 34 ARTICLE 3 SECTION 903, ARTICLE 3 APPENDIX B, AND ARTICLE 4 SECTION 604.11 PERTAINING TO BUILDING
STANDARDS FOR APPLICATION WITHIN THE JURISDICTIONAL
BOUNDARIES OF THE CITY
The City Council of the City of Camarillo resolves as follows :
SECTION 1:Findings. The City Council of the City of Camarillo finds as follows:
A. The City of Camarillo lies within the jurisdictional boundaries of the Ventura County Fire Protection District (VCFPD).
B. The VCFPD has responsibility for fire protection within said jurisdictional boundaries.
C. The VCFPD did, on October 14, 2025, adopt Fire Protection District Ordinance No. 34, repealing Ordinances No. 29 and 32, and adopting by reference the 2025 California Fire Code (CFC) together with Appendix Chapters D and P, portions of the 2024 edition of the International Fire Code (IFC), portions of the 2025 California Wildland-Urban Interface Code, portions of the 2024 International Wildland-Urban Interface Code, and portions of Title 19 of the California Code of Regulations, with additions, deletions and amendments thereto.
D. Article 3 Section 903, Article 3 Appendix B, and Article 4 Section 604.11 of said amendments constitute amendments containing such building standards relating to fire and life safety and fire flow adopted by the State Fire Marshal and contained in the California Building Standards Code.
E. Pursuant to Section 19869.7(c) of the California Health and Safety Code, amendments containing such building standards are not effective within the jurisdictional boundaries of the City until ratified by City Council.
F. Article 3 Section 903 contains similar building standards to those that have been in effect and enforced within the County since June 3, 1982.
G. The building standards contained within said Article 3 Section 903 are an integral part of the VCFPD fire protection response plan.
SECTION 2:Chapter findings.
A. Climatic. Ventura County experiences periods of high temperatures accompanied by low humidity and high winds each year as well as periods of limited rainfall and droughts. These conditions create an environment in which the Fire District commits large numbers of firefighting resources to the control and extinguishment of wildland fires.
Additionally, wildland fires may impact emergency response routes throughout the county, creating delays in response times. Built in fire protection and reliable fire protection water Resolution No.

supplies heighten levels of protection for structures and assist the limited firefighting resources in extinguishing or controlling of fires within structures and/or the wildland.
B. Geological. Ventura County is in a potential high activity seismic zone. After a large seismic event, the potential for multiple fires occurring simultaneously will tax the available firefighting resources. Additionally, seismic activity may impact emergency response routes throughout the county, creating delays in response times. Built in fire protection and reliable fire protection water supplies will assist in extinguishment or controlling fires in structures and thus increase the availability of firefighting resources after seismic activity.
C. Topographical. Ventura County has areas that are in wildland and wildland- urban interface areas. Due to topography, access to structures in these areas may be impacted causing delays in response time and delays fire suppression efforts. An extended response times will allow fires to grow beyond the control of initial attack fire suppression resources. Structure fires in the hillside areas will have greater likelihood of starting a wildland fire, which may expose additional structures to fire. As well, extended response times will delay structure defense operations during a wildland fire. Built in fire protection and reliable fire protection water supplies will assist in the extinguishment or controlling of fires within structures and/or the wildland.
SECTION 3:Environmental Findings. The City reviewed the environmental impacts of the ratification of Article 3 Section 903, Article 3 Appendix B, and Article 4 Section 604.11 to the VCFPD Ordinance No. 34. under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”) and has determined that in accordance with Section 15061(b)(3) of the CEQA Guidelines, the ratification is not subject to CEQA review because it can be seen with certainty that there is no possibility that the ratification may have a significant effect on the environment.
SECTION 4:Approval. The City Council approves the ratification of Article 3 Section 903, Article 3 Appendix B, and Article 4 Section 604.11 to the VCFPD Ordinance No.
34. SECTION 6. Office of Record. The record of proceedings upon which this decision is based is located in the Department of Community Development, which is the office of record for the matter.
SECTION 7. Construction. This resolution must be broadly construed in order to achieve the purposes stated in this Resolution. It is the City Council’s intent that the provisions of this Resolution be interpreted or implemented by the City and others in a manner that facilitates the purposes set forth in this Resolution.
SECTION 8. Reliance on Record. Each and every one of the determinations in this Resolution are based on the competent and substantial evidence, both oral and written, contained in the entire record relating to the matter. The determinations constitute the independent findings and determinations of the City Council in all respects and are fully and completely supported by substantial evidence in the record as a whole.

SECTION 9. Limitations. The City Council’s analysis and evaluation of this matter is based on the best information currently available. It is inevitable that in evaluating the matter that absolute and perfect knowledge of all possible aspects of the matter will not exist. One of the major limitations on analysis of the matter is the City Council’s lack of knowledge of future events. In all instances, best efforts have been made to form accurate assumptions.
Somewhat related to this are the limitations on the City’s ability to solve what are in effect regional, state, and national problems and issues. The City must work within the political framework within which it exists and with the limitations inherent in that framework.
SECTION 10. Preservation. This Resolution does not affect any penalty, forfeiture, or liability incurred before, or preclude prosecution and imposition of penalties for any violation occurring before this Resolution’s effective date. Any such amended part will remain in full force and effect for sustaining action or prosecuting violations occurring before the effective date of this Resolution.
SECTION 11. Severability. If any part of this Resolution or its application is deemed invalid by a court of competent jurisdiction, the City Council intends that such invalidity will not affect the effectiveness of the remaining provisions or applications and, to this end, the provisions of this Resolution are severable.
SECTION 12. Electronic Signatures. This Resolution may be executed with electronic signatures in accordance with Government Code §16.5. Such electronic signatures will be treated in all respects as having the same effect as an original signature.
SECTION 13. The City Council Chairperson, or presiding officer, is hereby authorized to affix their signature to this Resolution signifying its adoption by the City Council of the City of Camarillo, and the City Council Secretary is directed to attest thereto.
PASSED, APPROVED, AND ADOPTED November 12, 2025.
