Vice Mayor Tennessen and Councilmember Martinez-Bravo acknowledged that the issue of homelessness is a very complex issue. Councilmember Santangelo concurred.
Councilmember Trembley expressed his support for the City's efforts to address homelessness and commended staff and the Project Hope team for their work on the draft plan. He emphasized the importance of unanimous Council support to send a clear and unified message to the community and recommended that the draft be referred back to the Committee for further refinement to address the following: acknowledge and align with the future General Plan update and local land use policies; ensure proposed tiscal actions are appropriate tor Camarillo; include the need for a full discussion of the organizational and financial implications of establishing a housing division before making any commitment; identify realistic, community-appropriate implementation measures; acknowledge resident concerns; and include a preamble clarifying that the document is aspirational and not a binding policy.
