Subject: Beardsley Pump Station Generator – Ratify Urgency Purchase with Quinn Power Systems
BACKGROUND
The City of Camarillo (City) has two main water pumping stations equipped with permanent stationary on-site backup generators to ensure an adequate pressurized water supply is maintained throughout the distribution system. The generators are critical to maintaining the system’s reliability during power outages, particularly during emergency conditions such as wildfire events to maintain water pressure for fire suppression. The on-site backup generator at Beardsley Pump Station is thirty-six years old and currently not in service. The generator was evaluated, and it was determined the main controller requires replacement, which would cost approximately $40,000.
Replacing the controller would not rule out the possibility of further issues once the aging unit is back online.
In recent years, the State of California has placed increased emphasis on emergency preparedness for water systems located in areas subject to wildfire risk or extended power outages. Assembly Bill (AB) 367, adopted in 2025, requires water suppliers in high and very high fire hazard severity zones to maintain or have access to sufficient backup power to operate critical pumping facilities for at least 24 hours during wildfire or extreme weather events. With the generator currently not in service, staff has relocated the trailer- mounted generator from Well D to Beardsley Pump Station as a temporary solution to maintain a backup power supply.
DISCUSSION
The Beardsley Pump Station generator has provided many years of reliable service; however, it must be replaced now to ensure adequate backup power is available for the future.

With an estimated lead time of six to eight months and the critical need for back-up power at the Beardsley pump station, staff initiated an urgency purchase from Quinn Power Systems (Quinn) for a replacement generator in the amount of $90,609.60.
The City’s Procurement Policy authorizes participation in cooperative purchases and contracts established by other governmental agencies, provided the cooperative agreement is established following a competitive bid process.
Staff solicited a quote for a Caterpillar 175 KW Stationary Generator utilizing a cooperative purchasing contract through Sourcewell (formerly known as National Joint Power Alliance). As a national municipal contracting agency, Sourcewell establishes and provides nationally leveraged and competitively solicited purchasing contracts. Quinn is the regional dealer for Caterpillar equipment.
Consistent with the Urgency Purchase procedures of City Council Policy 4.01 – Procurement, staff is requesting City Council ratification of an urgency purchase with Quinn for the procurement of the Caterpillar Generator, in the amount of $90,609.60, and requests authorization of a contingency of $9,060.00 (approximately 10%) for unforeseen needs, for a total authorized expenditure of $99,669.60. Installation of the generator will be performed by staff.
FISCAL IMPACT
Funds for the purchase of a 175 KW Caterpillar Generator are included in the FY 2025/26 Water Utility Fund, Contract Services Account No. 860-3620-436.35-74.
CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Objective 5.5 – Technology and City Facilities – Ensure emergency operations and critical city services have reliable technology and facility infrastructure to maintain continuity during emergencies.
CEQA DETERMINATIONS
The purchase of a Caterpillar Generator is not subject to CEQA review pursuant to Section 15301 of the CEQA Guidelines, which exempts from CEQA review projects that involve repairs of existing facilities involving negligible or no expansion of existing use This agenda item meets the criteria for this exemption because the generator is existing mechanical equipment.
RECOMMENDATION
1. Find the purchase of a Caterpillar Generator exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the State CEQA guidelines as operation of existing facilities.
