Camarillo City Council
AGENDA REPORT
Date: December 10, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carrie Weal, City Clerk
Subject: 2026 City Council Committee Assignments, Formation of an Owner’s Advisor/Program Manager Evaluation Ad Hoc Committee, and Dissolution of the Camarillo Community Development
Commission
BACKGROUND
Pursuant to City Council Policy 1.01, the City Council reorganizes annually, and the newly appointed Mayor makes appointments to the Standing City Council Committees and Outside Organizations for City Council confirmation. Appointments to these committees and organizations support Councilmembers’ involvement in local City initiatives and help them remain engaged in regional issues and intergovernmental matters.
DISCUSSION
Councilmembers submitted their appointment priority lists, and a recommended set of appointments has been prepared for City Council confirmation. Appointments to City Council Committees are effective upon confirmation, while Outside Organization appointments become effective January 1, 2026, unless otherwise specified.
Owner’s Advisor/Program Manager Evaluation Ad Hoc Committee Policy 1.01 authorizes the Mayor to appoint up to two Councilmembers to an ad hoc committee with Council concurrence. Ad hoc committees are established for a single project or purpose and terminate upon completion. Staff recommends formation of an Owner’s Advisor/Program Manager Evaluation Ad Hoc Committee, whose jurisdiction will be limited to evaluating proposals for the Water Reclamation Project Owner’s Advisor/Program Manager Request for Proposals and selecting a qualified firm. The members proposed for this Ad Hoc are Tony Trembley and David Tennessen.

Dissolution of the Camarillo Development Commission
The Camarillo Community Development Commission (“CDC”), originally formed as the successor to the City’s Redevelopment Agency, no longer performs any active functions following statewide dissolution of redevelopment agencies in 2011, which transferred all redevelopment-related housing assets and responsibilities to the City. Since then, the CDC has continued to exist only for the limited purpose of providing other community development services, consistent with the Redevelopment Dissolution Law, although neither the Legislature nor the courts have defined the meaning of “community development purpose of the jurisdiction.” The CDC has not undertaken any such activities and has met only annually to receive status updates; therefore, staff recommends dissolving the CDC and repealing the ordinances that established it.
FISCAL IMPACT
There is no budget impact as a result of this action.
