Subject: Pump Station No. 6 Generator - Ratify Urgency Purchase with Quinn Power Systems
BACKGROUND
The existing Camarillo Sanitary District (CSD) emergency standby generator at Pump Station No. 6, which provides backup power to maintain operations during outages, is 21 years old and showing signs of wear consistent with long-term use. It recently developed an issue due to a faulty main control panel, which has prevented reliable startup during power outages. As a precautionary and temporary measure, CSD’s portable diesel pump is available on site in the event the generator control panel fails before the generator is replaced. Lead time for purchase and delivery of a new generator is 8 months, therefore, staff initiated an urgency purchase to minimize the time the pump station is without a standby generator, as the pump station is an essential facility for CSD operations.
DISCUSSION
Staff received a quote in the amount of $40,714 to replace the main control panel on the existing generator. Given the generator’s age, likelihood of continued issues, multiple leaks and corrosion on the sound enclosure, and an eight-month lead time for a new unit, staff initiated an urgency purchase from Quinn Power Systems (Quinn) for a Caterpillar D100-8 generator in the amount of $79,721.67.
CSD staff reviewed the installation requirements for the Caterpillar D100-8 Generator and confirmed staff could perform the installation. Replacement cost includes a new sound and weather enclosure.
The City’s Procurement Policy authorizes participation in cooperative purchases and contracts established by other governmental agencies, providing the cooperative agreement is established following competitive bid process.
Staff solicited a quote for a Caterpillar D100-8 Generator utilizing a cooperative purchasing contract through Sourcewell Contract number 092222-CAT. As a national

(approximately 10%) for unforeseen needs, for a total authorized expenditure of $87,693.67.
FISCAL IMPACT
Funds for the purchase of a Caterpillar D100-8 Generator are included in the Camarillo Sanitary District Fund, Capital Purchases / Equipment Account No. 871-8410-484.91-31.
CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Objective 5.5 – Technology and City Facilities – Ensure emergency operations and critical city services have reliable technology and facility infrastructure to maintain continuity during emergencies.
CEQA DETERMINATIONS
Purchase of the Caterpillar D100-8 Generator is not subject to CEQA review pursuant to Section 15301 of the CEQA Guidelines, which exempts from CEQA review projects that involve repairs of existing facilities involving negligible or no expansion of existing use.
This agenda item meets the criteria for this exemption because the generator is existing mechanical equipment.
