Camarillo City Council

AGENDA REPORT
Date: December 10, 2025
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Second Amendment to CC Agreement No. 2024-20-2 for Construction Management and Inspection for the Corporation Yard Remodel Phase 1 Project

BACKGROUND
Construction management, inspection, labor compliance, and material testing services are routinely provided by contracted engineering consulting firms to facilitate the review and approval of city facility and capital improvement projects.

In January 2024, the City issued a Request for Proposals (RFP) for construction management and inspection services for City facility projects. Proposers were evaluated based on understanding of the project scope, firm and staff experience, and overall knowledge of City procedures and projects.

On April 24, 2024, the City Council approved a professional services agreement (CC Agreement 2024-20-2) with Willdan Engineering for construction management, inspection, labor compliance, and materials testing services for various City facility improvement projects for a not to exceed amount of $400,000 and a three-year term.

On November 12, 2025, the City Council awarded the construction contract for the Corporation Yard Remodel Phase 1 (Project) to The Nazerian Group in the amount of $2,988,123, plus a ten percent contingency for a total authorized expenditure of $3,286,935.30

DISCUSSION
To ensure quality control and daily oversight of construction within occupied City facilities, staff recommends amending Willdan Engineering’s existing professional services agreement (2024-20-2) to include dedicated construction management and inspection support for this Project. The amendment scope provides:
An Additional 1,320 hours of inspection services
An Additional 66 hours of construction management
Pre-construction and post-construction coordination

Miscellaneous materials testing and quality control tasks This scope is based on an eight-month construction duration and will be billed on a time and materials basis in an amount not-to-exceed $344,512. The second amendment increases the overall contract authorization with Willdan Engineering to $744,512.

These additional services will enable City staff to maintain proactive field presence, facilitate timely contractor coordination, and ensure compliance with City standards and project specifications.

FISCAL IMPACT
Funds for construction management and inspection services for the Corporation Yard Remodel Phase 1 project are included in the Capital Projects Fund, Account No. 410- 8610-486-92-41 and project CY-5163.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
This recommendation supports the City Council’s Strategic Plan Goal and Objective 5.4 Technology and City Facilities – Improve and modernize City facilities using sustainable building practices, energy-efficient systems, and resilient infrastructure.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that construction management and inspection services are not subject to CEQA review because it can be seen with certainty that there is no possibility that Monday software licenses may have a significant effect on the environment.

RECOMMENDATION

1. Find construction management and inspection services exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) of the CEQA Guidelines; and

2. Authorize the City Manager to execute Agreement No. 2025-20-2B with Willdan Engineering, Inc. in the amount of $344,512 for a total authorized agreement amount of $744,512; and

3. Authorize the City Manager to execute future amendments to the Agreement with Willdan Engineering, Inc. up to the authorized amount.
