Camarillo Board of Library Trustees

AGENDA REPORT
Date: December 10, 2025
To: Honorable President and Trustees
From: Greg Ramirez, City Manager
Submitted by: Mandy Nasr, Library Director
Subject: Library Board of Trustees Policy 13.05 – Study Room & The Work Space Policy

BACKGROUND
The Camarillo Public Library provides study rooms for public use. These study rooms are intended for individual or small group study purposes and are very popular amongst library patrons. With the increase of requests for public meeting spaces, library staff recommends redesigning the existing Tech Lab into a business center titled “The Work Space” that allows for business groups, students and entrepreneurs to meet and achieve success.

DISCUSSION
The Camarillo Public Library maintains seven study rooms that are available to all library patrons who possess a valid Camarillo library card. These include two Young Adult study rooms that are available and limited to patrons ages 13 to 18. With the proximity of California State University Channel Islands, library staff would like to increase the age limit of the Young Adult study rooms from 18 to 25. These study rooms are in high demand and accommodate a maximum of six people.

The existing Tech Lab, located upstairs, is designed for formal computer classes. In recent years, the demand for formal computer classes has declined and the Tech Lab room is under-utilized. Library staff recommend redesigning the Tech Lab into The Work Space that allows for small groups of up to fifteen people to utilize the space for their business and educational needs. In this fiscal year’s budget, the City of Camarillo has approved technology enhancements up to $30,000 which will include upgrades such as a smart board and modular furniture. These upgrades will support small groups who require a functional meeting space for their education and business needs.

The amended policy will outline how members of the public can reserve The Work Space

for their use. In addition, the amended policy will include language stating that permission for a group, organization, or individual to meet in the library does not constitute endorsement of their policies or beliefs by the Library or the City of Camarillo.
