TASK 2: ADDITIONAL SCOPE OF SERVICES
Task 2.1: Grant Support Services
The City of Camarillo requested Kimley-Horn support the City in preparing a Southern California Association of Governments (SCAG) 2023-2026 Carbon Reduction Program, Congestion Mitigation and Air Quality (CMAQ) Application. Given the short turn around time for the application and the critical deadline, the team prioritized the completion of the grant to meet the CMAQ funding deadline.

To support in the preparation of the SCAG CMAQ grant application, Kimley-Horn reviewed trends in the City of Camarillo and the users most impacted by congestion mitigation and air quality to develop a grant narrative that will be competitive for CMAQ funding. Kimley-Horn assembled the application, including the narrative, project maps/graphics, readily available data, and analysis.

Kimley-Horn provided the application for two rounds of City comments before the final grant application was prepared and submitted.

Task 2.2: Environmental Permitting Support
Following receipt of comments on the Project’s California Environmental Quality Act (CEQA) Initial Study - Mitigated Negative Declaration (IS-MND), the City and their environmental consultant, GPA Consulting, who is contracted with the City, requested Kimley-Horn’s support in responding to permitting agencies’ comments in a timely manner.
