Camarillo Sanitary District

AGENDA REPORT
Date: January 12, 2026
To: Honorable Chairman and Board of Directors
From: Greg Ramirez, District Manager
Submitted by: Dave Klotzle, Assistant District Manager
Subject: Approve Purchase of Aqua-Aerobic Systems, Inc. Filter Parts

BACKGROUND
In 2006, Camarillo Sanitary District (CSD) installed an Aqua-Aerobic Systems, Inc. (AASI) tertiary filter system at the Water Reclamation Plant (WRP) to meet National Pollutant Discharge Elimination System (NPDES) permit requirements. The filter system has remained in continuous operation, and several components show signs of corrosion and excessive wear, requiring replacement before failure occurs.

DISCUSSION
Replacement of the worn filter system components is not unexpected and is essential to continue WRP operations and successfully meet regulatory standards. The filter system components to be replaced are continuously underwater in a harsh environment. Staff recommends continuing to maintain the effective and reliable AASI filter system as opposed to a very costly replacement of the system.

AASI is an exclusive distributor and authorized service and parts provider of the filter system and falls under the City's Purchasing Policy Section 4.1.H.7, which permits sole source purchases encompassing proprietary items directly sold by the manufacturer.

Staff requests authorization to purchase parts for the AASI tertiary filter system, including freight and sales tax, from Aqua-Aerobic in the amount of $81,863.18, with a five percent (5%) contingency of $4,093.16 for unforeseen costs, for a total authorized expenditure of $85,956.34, exclusive of tariffs, duties, and other government-imposed fees which Aqua- Aerobic has quoted as its intention of passing on those unknown expenses to its buyers, if applicable. WRP staff will replace the filter system components upon receipt.

FISCAL IMPACT
Funds for the purchase of the Aqua-Aerobic Systems, Inc. filter parts are included in the Camarillo Sanitary District Fund, Capital Purchases Equipment Account No. 871-8410- 484-91-31 in the amount of $85,956.34.

CITY COUNCIL STRATEGIC PLAN FY 2025/26
This item supports the City Council’s Strategic Plan Goal 6, Natural Resource Infrastructure Management to protect health and safety through the collection and treatment of domestic, commercial, and industrial wastewater, while achieving full regulatory compliance.

CEQA DETERMINATIONS
The purchase of Aqua-Aerobic Systems, Inc. filter parts is not subject to CEQA review pursuant to Section 15301 of the CEQA Guidelines, which exempts from CEQA review projects that involve repairs of existing facilities involving negligible or no expansion of existing use. This agenda item meets the criteria for this exemption because the parts are used on existing mechanical equipment.

RECOMMENDATION

1. Find the purchase of Aqua-Aerobic Systems, Inc. filter parts exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the State CEQA Guidelines as operation of existing Camarillo Sanitary District facilities; and

2. Authorize the District Manager to approve a purchase from Aqua-Aerobic Systems, Inc. in an amount of $81,863.18, and a five percent (5%) contingency in the amount of $4,093.16, for a total authorization expenditure of $85,956.34, exclusive of tariffs, duties, and other government-imposed fees.
