Camarillo City Council

AGENDA REPORT
Date: January 28, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Dave Klotzle, Public Works Director
Subject: First Amendment to CC Agreement No. 2024-111 with Willdan Engineering, Inc. for Land Development Engineering and Technical Plan Check Services

BACKGROUND
Land Development engineering and technical plan check services are currently provided by engineering consulting firms to facilitate the review and approval of private land development projects. To avoid a conflict of interest, these services may only be performed by firms that do not provide consultant engineering services to private developers for land development projects within the City of Camarillo.

On June 12, 2024, the Camarillo City Council approved Professional Services Agreement No. 2024-111 (Attachment 1) with Willdan Engineering, Inc. for Land Development Engineering and Technical Plan Check Services for a three-year term for an amount not to exceed $450,000 with an estimate of $150,000 per year and an option to extend for two additional one-year periods.

DISCUSSION
The original agreement amount was a best estimate from nearly two years ago, based on private development projects and associated technical plan check services anticipated at that time. Developers have submitted, and the City has processed more large-scale and complex development project reviews than originally anticipated during the initial year and a half of the contract, including Costco (CPD-226M(5)), Central Plaza/Vons (CPD- 6M(23)), Springville/Lennar residential homes (T-5671-2), Starbucks at Village at the Parks (CPD-255), In-N-Out Parking Lot (CPD-113M(1)), Camino Ruiz Apartments (RPD- 201), and Texas Roadhouse (CPD-256). Several of these larger, complex projects required additional technical review, expertise, services and time.

After careful consideration of development projects reviewed to date and the best current estimate of future anticipated development plan reviews, staff is recommending a first amendment to Agreement No. 2024-111 with Willdan Engineering, Inc. in the amount of

$320,000 (Attachment 2) for a total not to exceed amount of $770,000 to accommodate development technical review services for the remainder of the existing agreement through June 30, 2027. Additional revenue will be collected from the various development projects to offset the increased expenditure.

FISCAL IMPACT
Funds for Land Development engineering and technical plan check services are included in the FY 2025/26 Budget, General Fund, Public Works Subdivision Engineering Account No. 101-3101-431.32-14.
