Subject: Review Progress on FY 2025/26 Strategic Plan-City Council Goals and Objectives and Establish FY 2026/27 Strategic Plan: Council Goals and Objectives including Consideration of Major Projects Priorities.
BACKGROUND
On June 11, 2025, the City Council adopted the FY 2025/26 Strategic Plan (“Plan”, Attachment 1), which expanded upon existing goals and objectives and introduced new ones not reflected in prior plans. These updates aligned City Council expectations with major projects and work efforts currently underway, as well as those anticipated.
Each year, City Council evaluates progress toward the Strategic Plan. For Council review, discussion, and direction, the progress memorandum (Attachment 2) provides an update on action strategies for the first six months of the fiscal year (July–December 2025).
Action strategies include projects, programs, or activities that directly support the City Council’s goals and objectives. Some strategies are implemented immediately, while others require additional time to develop. Action strategies may evolve into ongoing services and be absorbed in operations or are completed as one-time projects or tasks.
At the annual workshop, 1) staff will receive input and direction from City Council on progress of FY 2025/26 Strategic Plan, 2) Council will review the existing Plan and provide input and direction for preparation of a draft FY 2026/27 Strategic Plan, and 3) staff will provide an overview of prioritized Major Projects for consideration in FY 2026/27 budget development.
DISCUSSION
The FY 2025/26 Strategic Plan is comprised of eleven goals and several objectives offering the highest quality services for the community. All City operations and services support the Strategic Plan, and additional emphasis is focused on Action Strategies.

As part of the development of the Strategic Plan, staff will evaluate opportunities for new, additional, or the refinement of existing action strategies that align with the Plan, and that can be accomplished with new or existing resources. Resources needed to support these efforts are considered when developing department work plans and included in budget development, if necessary.
Project Prioritization
In FY 2025/26, staff introduced and City Council approved a Major Project Prioritization Matrix, which will be used at least annually to evaluate and determine the priority of projects. Project prioritization ensures that major projects, and thereby expenditures and staffing resources, are aligned with City Council expectations, and provides clear direction for introduction of major project work programs in the City’s budget for both operational and capital efforts.
Departments were asked to submit new major projects, with a cost of over $100k, for project prioritization, and existing projects where cost increased beyond inflation as prescribed in the consumer price index. The prioritization process is evaluated on three levels:
1. Projects are first evaluated by departments for criteria requirements such as:
Health and Public Safety, Asset Condition, Legal Compliance, Project Readiness, and other criteria.
2. A financial review is required to identify available funding resources.
3. Project ranking by category is determined by the Prioritization Team, which evaluates Steps 1 and 2 together, with existing priority projects and funding resources.

The outcome of the priority evaluation process is then recommended to the City Council for confirmation, and for further consideration in budget development, where City Council will have another opportunity to evaluate the budgetary impacts .
As part of the FY 2026/27 Strategic Plan review and discussion, departments submitted 15 new projects and 10 previously approved projects that experienced material cost increases (over inflation) requiring reprioritization. Of the 15 new projects submitted, 13 are being recommended to City Council for consideration in FY 2026/27 budget development. Of the 13 new projects, 2 projects are proposed for inclusion in the City’s Capital Program while the remaining 11 projects will be incorporated into the respective departments’ operating budgets. All 10 existing projects with revised cost estimates are also recommended to City Council for review and reprioritization. Staff will provide a presentation identifying these projects.
FISCAL IMPACT
