Subject: Presentation of the 2025 Annual Report for the Camarillo Capital Improvement Corporation
BACKGROUND
The Camarillo Capital Improvement Corporation (CCIC) was formed in 1987 “exclusively for public and charitable purposes including the following: To lessen the burdens of government to benefit and carry out the purposes of the City of Camarillo, a municipal corporation, by providing for the planning, developments, acquisition, construction, improvement, extension, repair, renovation and/or financing of public buildings, works, projects, facilities, furnishings and equipment for the benefit or use of the City of Camarillo”. The CCIC issued $7.3 million in Certificates of Participation for the Upland Road Bridge project. The Certificates were paid in full in 1999 when the Camarillo Public Finance Authority issued the 1999 Revenue Refunding Bonds.
DISCUSSION
There are currently no bonds outstanding for the CCIC, however, it is necessary to continue to hold annual meetings per Resolution 2003-1. The CCIC has an account at the State of California Local Agency Investment Fund (LAIF). The CCIC LAIF account is one of three LAIF accounts used by the City of Camarillo for combining citywide pooled funds. However, the CCIC does not have any of its own funds in any LAIF account including the money held in the account titled LAIF CCIC. The LAIF CCIC account is a benefit to the City, since it provides an additional account to deposit funds. The CCIC also provides the City a mechanism to facilitate the financing of potential capital improvement projects on behalf of the City if circumstances are favorable in the future.
This is the annual report for the Camarillo Capital Improvement Corporation (CCIC) for calendar year 2025.
