Camarillo City Council

AGENDA REPORT
Date: February 11, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Mitchell Cameron, Director of Administrative Services/Chief Innovation Officer
Subject: Authorize Pricing Agreement No. 2026-3 with Novacoast Inc. for Cloudflare Software

BACKGROUND
On January 15, 2025, the City Manager authorized the purchase of Cloudflare Software from Novacoast in the amount of $26,700, utilizing cooperative purchasing via Omnia Contract #R200803.

Cloudflare is a cloud-based subscription service that provides network security, traffic management, and remote access capabilities. The platform supports a zero-trust network access model, allowing City staff to securely access internal systems without relying on traditional VPN connections.

The City currently uses Cloudflare to support secure remote access and to mitigate cybersecurity risks affecting its network infrastructure. Continued use of the software requires an annual subscription renewal.

DISCUSSION
The City proposes to continue using Omnia’s cooperative purchasing framework, as permitted under the City’s procurement policy, through Omnia Contract No. R250307, which is valid through December 2030. Omnia establishes maximum pricing thresholds, below manufacturer suggested retail pricing, that authorized resellers may not exceed. Novacoast is an approved reseller under this contract.

Staff recommends approval of Pricing Agreement No. 2026-3 with Novacoast for a second year of Cloudflare services in the amount of $24,561, for a cumulative authorized total of $51,261.

Cloudflare supports foundational network security and remote access functions, and due to its deep integration with the City’s network architecture and security controls, it is not a system that can be readily replaced or changed without operational risk and significant

transition effort. To ensure continuity of service and avoid disruptions associated with subscription lapses, staff further recommends authorizing the City Manager to execute future Cloudflare subscription renewals or amendments with Novacoast through December 2030, provided pricing remains consistent with Omnia-negotiated terms in effect at the time of renewal and does not exceed 5% CPI annually. This authorization is intended to allow for timely renewals without requiring separate City Council action for each annual subscription.

FISCAL IMPACT
Funds for Cloudflare Software are included in the FY 2025/26 Information Systems Budget Account No. 530-5330-453.32-01. Future year costs will be included in the respective fiscal year’s annual budget.

CEQA DETERMINATIONS
City staff has determined, in accordance with Section 15061(b)(3) of the California Environmental Quality Act (CEQA) Guidelines, that Cloudflare subscription is not subject to CEQA review because it can be seen with certainty that there is no possibility that software renewals may have a significant effect on the environment.

RECOMMENDATION

1. Find that Cloudflare Software is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines; and

2. Authorize the City Manager to execute Pricing Agreement 2026-3 with Novacoast Inc, in the amount of $24,561,for a total authorized amount of $51,261; and

3. Authorize the City Manager to negotiate and execute future agreements and amendments with Novacoast Inc. for Cloudflare Software in accordance with the pricing negotiated with Omnia at the time of renewal so long that it does not exceed 5% CPI annually.
