Alternate Bid 2 .............................$270,000.00 Alternate Bid 3............................$ 162,000.00 Alternate Bid 4............................$ 155,000.00 TOTAL ....................................$ 7,890,120.00 The Base Bid and Alternate Bid 1 consists of concrete repairs, pavement repairs, crack seal, slurry seal, Asphalt Rubber Aggregate Membrane (ARAM) cape seal and striping on various streets as identified in the Pavement Management Program (PMP) adopted in 2024. Alternate Bid 2 includes pavement repairs, crack seal, slurry seal resurfacing and pavement markings on Calleguas Creek Bike Path. Alternate Bid 3 includes pavement repairs, slurry seal resurfacing and striping at the City Hall parking lot. Alternate Bid 4 consists of base, asphalt concrete pavement and striping at the Pleasant Valley Historical Society Museum parking lot in coordination with the Museum renovation project and the City’s upcoming water pump station project WT-5081 which will be located adjacent to the parking lot. The City received favorable unit bid prices, therefore staff recommends award of the Base Bid and all four Alternate Bids in accordance with the adopted PMP.
Staff reviewed the low bid submitted by American Asphalt South, Inc. (American Asphalt South) and all associated forms, investigated the contractor, and determined American Asphalt South to be responsive to the bid solicitation. Therefore, staff recommends awarding a construction contract (Attachment 3) to American Asphalt South for the Base Bid in the amount of $3,227,726; Alternate Bid 1 in the amount of $1,801,368; Alternate Bid 2 in the amount of $233,728; Alternate Bid 3 in the amount of $143,275; and Alternate Bid 4 in the amount of $86,675 for a total amount of $5,492,772 and authorizing a construction contingency in the amount of $825,000 (Approximately 15%) for unforeseen additional work if required, for a total contract authorization of $6,317,772. Staff also recommends City Council adopt a resolution approving the plans and specifications for the Project (Attachment 4).
Construction Management, Inspection, and Materials Testing Services Consultant construction management, inspection, and materials testing services are required for the Project. On October 25, 2025, staff advertised a Request for Proposals (RFP) to provide construction management, inspection, and materials testing services for the City’s Annual Pavement Resurfacing and Overlay Projects. Proposals were received from nine (9) firms. A consultant selection team composed of City staff reviewed and Project No. ST-5088 - Award Construction Contract

ranked all proposals received then interviewed the top three (3) most qualified, highest- ranking consultant firms. Flowers & Associates, Inc. (Flowers) was selected as the most qualified firm to provide the necessary construction management, inspection, and materials testing services for this Project No. ST-5088. Flowers has successfully performed work for the City in the past and has significant construction management, inspection, and materials testing experience working on similar types of capital projects.
Staff negotiated a scope of services and fee with Flowers for the Project and recommends approving a standard professional services agreement with Flowers in an amount not-to- exceed $678,551.15 for construction management, inspection, and materials testing services (Attachment 5) and authorizing a contingency in the amount of $102,000 (approximately 15%) for unforeseen additional services if required, for a total agreement authorization of $780,551.15. Additional services for future Annual Pavement Resurfacing and Overlay Projects will be added via a professional services agreement amendment or new professional services agreement with Flowers based on the future fee schedules provided and will be brought to City Council for approval when awarding construction contracts for future Annual Pavement and Overlay Projects.
