Camarillo City Council

AGENDA REPORT
Date: February 11, 2026
To: Honorable Mayor and City Councilmembers
From: Greg Ramirez, City Manager
Submitted by: Carmen Nichols, Assistant City Manager
Subject: Second Amendment to Agreement No. 2026-26 with Rincon Consultants for Implementation of the Sustainability Master Plan for Municipal Operations

BACKGROUND
One of the City Council’s priorities is to ensure our community strengthens its response to environmental changes, building resiliency around climate adaptation. In alignment with this goal, the City Council approved the city's first Sustainability Master Plan for Municipal Operations (SMP), adopted by City Council Resolution on October 25, 2023.

The SMP is a living policy document that lays the groundwork for municipal initiatives, as directed by the City Council, that the City can use to achieve the sustainable vision and goals established for Camarillo’s municipal operations in a fiscally responsible, technologically feasible, and efficient manner.

DISCUSSION

In January 2026, staff expanded the scope of work with Rincon and recommends approving a Second Amendment to Agreement No. 2026-26B, in an amount not-to- exceed $79,776 to further implement priority actions and track and monitor the progress of the goals, measures, actions, and key performance indicators outlined in the SMP.
